Abstract:

Předmětem diplomové práce je komparace nástrojů a opatření rodinné politiky na podporu harmonizace rodinného a pracovního života v České republice a Dánsku. Práce zkoumá vliv výdajů na rodinnou politiku na zaměstnanost žen s dětmi do 6 let v České republice a Dánsku v období 2011-2020. Teoretická část se zaměřuje na charakteristiku sociální politiky, sociálního státu a jeho typologie, rodiny a rodinné politiky a jsou zde popsány související ekonomické teorie. Praktická část zahrnuje vývoj rodinné politiky v České republice a Dánsku ve sledovaném období a následně jsou popsána aktuální opatření v rámci rodinné politiky zahrnující finanční dávky, daňové úlevy, služby pro rodiny s dětmi a možnosti na trhu práce z hlediska flexibilních forem zaměstnávání. Dále jsou komparovány aktuální nástroje a opatření na podporu rodin s dětmi v obou zemích. Dánsko má oproti České republice rozsáhlou a finančně dostupnou nabídku služeb péče o děti a v rámci trhu práce jsou v Dánsku častější různé formy flexibilních pracovních úvazků. Míra zaměstnanosti žen s dětmi do 6 let je v Dánsku téměř dvojnásobná. Na základě sledovaných dat v období 2011-2020 nebyla v zemích zjištěna korelace mezi vládními výdaji na rodinnou politiku a mírou zaměstnanosti žen s dětmi do 6 let v daném roce.

Abstract:

The subject of the master’s thesis is the comparison of the instruments and family policy measures to support the harmonization of work and family life in the Czech republic and Denmark. The master’s thesis analyzes the impact of government expenditures on family policy on employment rate of women with children under 6 years of age in the Czech republic and Denmark in the period 2011-2020. The theoretical part focuses on the characteristics of social policy, the welfare state and its typology, the family and family policy and economic theories related to this topic are described here. The practical part contains the development of family policy in the Czech republic and Denmark and then current measures within the framework of family policy are described, including financial benefits, tax breaks, services for families with children and options on the labour market in terms of flexible forms of employment. The author also compares current instruments and measures to support families with children in both countries. Compared to the Czech republic, Denmark has an extensive and affordable supply of childcare services, and various forms of flexible working hours are more common in Denmark within the labour market. The employment rate of women with children under 6 years of age is almost double in Denmark. Based on the monitored data in the period 2011-2020, no correlation was found in the countries between government spending on family policy and the employment rate of women with children under 6 years of age in a given year.
