Parliament as an actor of British foreign policy

Abstract:

Práce se zabývá vymezením parlamentu jako aktéra britské zahraniční politiky, a to zejména v letech 2010-2015. V první části jsou představeni její jednotliví aktéři, poté je nastíněn historický vývoj britského parlamentarismu ve vztahu k zahraniční politice. Po další části, věnující se vymezení klíčových pravomocí, jimiž parlament disponuje, následuje jejich demonstrace na příkladu odmítnutí intervence v Sýrii v roce 2013. Analyzována je také probíhající diskuse o roli parlamentu při vykonávání královských prerogativ a měnící se rozsah jeho pravomocí ve vztahu k nasazení ozbrojených sil v zahraničí. Závěr práce shrnuje získané poznatky a představuje další možné debaty o roli parlamentu jako aktéra zahraniční politiky.

Abstract:

This thesis defines Parliament as an actor of British foreign policy, especially from 2010 to 2015. The first part presents the various actors ano then the historical development of the British parliamentary system in relation to the foreign policy. After another part devoted to definitions of key powers which Parliament disposes followes the example of their demonstration in case of rejection of intervention in Syria in 2013. Ongoing debate about the role of Parliament in the exercise of royal prerogatives and the changing scope of its powers in relation to the deployment of armed forces abroad is also analyzed. The conclusion summarizes the obtained findings and presents possible future debates about the role of Parliament as an actor of the foreign policy.
