Utilization of Helicopter Technology by the Aviation Service of the Czech Republic Police in Emergency Incident Response.

Anotace:

Tato diplomová práce se zabývá využitím vrtulníkové techniky Letecké služby Policie České republiky při řešení mimořádných událostí. Cílem práce je identifikace klíčových faktorů ovlivňujících nasazení letecké techniky a formulace doporučení pro zvýšení efektivity a bezpečnosti jejího využití. Práce poskytuje legislativní, technická a organizační východiska, která vytvářejí rámec pro analýzu nasazení letecké služby. Výzkum zahrnuje analýzu operačních a strategických dokumentů, strukturované rozhovory s experty z oblasti integrovaného záchranného systému a hodnocení rizik prostřednictvím metod What-If a FMEA. Výstupy zahrnují SWOT analýzu, ve které jsou syntetizovány poznatky o silných a slabých stránkách, příležitostech a hrozbách, a návrhy na zlepšení praxe v oblasti nasazení vrtulníků. Práce přináší poznatky pro strategické řízení leteckých operací, optimalizaci postupů a efektivní integraci vrtulníkové techniky do krizového managementu. Práce zjistila, že klíčovými faktory ovlivňujícími efektivitu nasazení vrtulníkové techniky Letecké služby Policie ČR jsou organizační koordinace, dostupnost techniky a klimatické podmínky. Na základě výzkumu byly identifikovány slabiny v komunikačních postupech a nedostatečné standardizaci procesů. Doporučení se zaměřují na zlepšení koordinace složek IZS, optimalizaci logistické připravenosti a modernizaci vybavení pro zvládání mimořádných situací.

Abstract:

This thesis focuses on the use of helicopter technology by the Air Service of the Police of the Czech Republic in managing extraordinary events. The aim of the thesis is to identify key factors influencing the deployment of aerial technology and to formulate recommendations for enhancing its efficiency and safety. The thesis provides legislative, technical, and organizational foundations that form the framework for analyzing the deployment of the air service. The research includes the analysis of operational and strategic documents, structured interviews with experts from the integrated rescue system, and risk assessment using the What-If and FMEA methods. The outputs include a SWOT analysis, which synthesizes insights into strengths, weaknesses, opportunities, and threats, along with proposals for improving helicopter deployment practices. The thesis offers findings for the strategic management of aerial operations, optimization of procedures, and effective integration of helicopter technology into crisis management. The research concluded that the key factors influencing the effectiveness of helicopter deployment by the Air Service of the Police of the Czech Republic are organizational coordination, equipment availability, and climatic conditions. Weaknesses were identified in communication procedures and insufficient process standardization. The recommendations focus on improving coordination among components of the integrated rescue system, optimizing logistical preparedness, and modernizing equipment for managing extraordinary situations.
