Normative Power China in Central and Eastern Europe: the Case of the Czech Republic

Abstract:

Ve střední a východní Evropě jedinečná platforma regionální multilaterální spolupráce pod vedením Číny, která se označuje jako „16+1“ se při zahájení v roce 2012 setkala s nadšenými reakcemi. Toto velmi pozitivní přijetí naznačovalo, že by Čína mohla mít v tomto regionu určitý stupeň normativní moci. Po téměř deseti letech vývoje se však tato spolupráce dostala do bodu stagnace. Tato disertační práce si klade za cíl analyzovat, jak se nastupující normativní moc Číny snažila vybudovat „komunitu praxe“ (community of practice) v regionu střední a východní Evropy a proč se to v České republice nepovedlo. Tato disertační práce, založená na teorii normativní moci, využívá k realizaci výzkumného záměru metody komparativní diskurzivní analýzy a rámcové analýzy. Analýzou čínského pojetí spolupráce 16+1, české reakce na normativní diskurzivní praxi a srovnáním oficiálního diskurzu a mediálního rámování obou stran v procesu společné výstavby sdílené praxe jsem zjistila, že čínský přístup postrádal flexibilitu a nezískal od České republiky uznání jako normativní moc. Omezení vrcholné diplomacie, zdrcující ekonomické výsledky, česká disidentská kultura a koncept střední a východní Evropy samy o sobě podkopávají snahy Číny získat uznání vtomto regionu. Navrhováním inovativního procesu „získání uznání“ (earning recognition) a provedením hloubkové případové studie přispívá tato disertační práce k teoretickému rámci pro studium normativní moci mimo EU a empirického výzkumu čínsko-českých vztahů.

Abstract:

In Central and Eastern Europe (CEE), - a unique Chinese-led regional multilateral cooperation platform, which came to be called ‘16+1’, received enthusiastic responses when launched in 2012. This positive response indicated that China might be able to gain a certain degree of normative power in the region. However, after nearly ten years of development, the platform had stagnated by 2021. This dissertation aims to analyse how the emerging normative power China tried to build a community of practice in the CEE region and why it failed in the Czech Republic. Based on normative power theory, this dissertation adopts the methods of comparative discourse analysis and frame analysis to realise the research aim. By analysing China’s conception of 16+1 cooperation, the Czech response to normative discursive practice, and comparing the official discourse and media framing of the two sides in the process of co-construction of shared practice, I found that China’s approach lacked flexibility and failed to earn recognition as having normative power from the Czech side. The limitation of summit diplomacy, underwhelming economic results, Czech dissident culture, and the concept of CEE per se undermined China’s efforts to earn recognition. By proposing the innovative process of ‘earning recognition’ and conducting an in-depth case study, this dissertation contributes to the theoretical framework for studying non-EU normative power and the empirical research of China-Czech relations.
