Creation and structure of statutory city budgets

Abstract:

Tato diplomová práce se zaměřuje na přiblížení tvorby a struktury rozpočtů statutárních měst. Tímto tématem se snažím navázat na svou bakalářskou práci, ve které jsem porovnávala statutární města v Regionu NUTS 2 Severozápad. Cílem této práce je přiblížit proces tvorby rozpočtu, jeho strukturu a následnou kontrolu hospodaření statutárních měst. Na příkladu města Ústí nad Labem, které je jediné členěné statutární město Regionu NUTS 2 Severozápad jsem se zaměřila na vývoj rozpočtu města a jeho vztahu k rozpočtu městských částí. K těmto informacím jsem využila údaje českého statistického úřadu a oficiální webové stránky vybraných měst. Přehledné porovnání je možné nalézt v grafickém vyjádření. Doplňkem diplomové práce je rozhovor se starostou městské části panem Jaroslavem Šimanovským a rozhovor s 1. náměstkyní primátora statutárního města Ústí nad Labem paní Ing. Věrou Nechybovou.

Abstract:

This thesis focuses on the approach and structure of budgets of statutory cities. I am trying to build on this topic with my bachelor thesis, in which I compared statutory cities in the NUTS 2 Northwest Region. The aim of this work is to explain the process of budget formation, its structure and subsequent control of the management of statutory cities. On the example of the city of Ústí nad Labem, which is the only one of structured statutory cities of the NUTS 2 Northwest Region, I focused on the development of the city budget and its relation to the city district budget. To this information I used the data of the Czech Statistical Office and the official websites of selected cities. A clear comparison can be found in the graphical representation. The supplement of the thesis is an interview with the mayor of the city district, Mr. Jaroslav Šimanovský and 1st Deputy Mayor of the Statutory City of Ústí nad Labem.
