Make America Great Again? President Donald J. Trump's fiscal policy in the context of the business cycle and the Covid-19 pandemic

Abstract:

Bakalářská práce analyzuje fiskální politiku prezidenta Donalda J. Trumpa v kontextu hospodářských cyklů a pandemie Covid-19. Cílem práce je pomocí analýzy federálního rozpočtu a vývoje hrubého domácího produktu verifikovat zadanou hypotézu ve znění, že fiskální politika Donalda J. Trumpa v letech 2017-2021 vedla k postupnému snižování tempa růstu hrubého domácího produktu a k prohlubování deficitu federálního rozpočtu, a to za významného přispění fiskálních opatření přijatých v reakci na pandemii Covid-19. Výsledky výzkumu potvrzují dílčí část hypotézy, která se věnovala prohlubování federálního deficitu. Bylo dokázáno, že v období 2017-2021 docházelo k prohlubování federálního deficitu a v letech 2020-2021 za významného přispění fiskálních opatření přijatých v kontextu pandemie Covid-19. Analýzou vývoje tempa růstu hrubého domácího produktu se nepotvrdila dílčí část hypotézy o snižování tempa růstu reálného HDP. Z výsledků plyne, že ke snižování tempa růstu HDP došlo pouze v roce 2020, nikoliv v ostatních sledovaných letech. K verifikaci a falsifikaci hypotézy je využito výzkumných otázek, jak se vyvíjely příjmy a výdaje federálního rozpočtu, jaké fiskální nástroje byly použity v reakci na pandemii Covid-19 a jaké byly ekonomické dopady použitých nástrojů. Přínosem této bakalářské práce je poukázání na roli fiskální politiky při formování hospodářského cyklu a zhodnocení vhodnosti využití fiskálních nástrojů v kontextu jejich ekonomických dopadů.

Abstract:

This bachelor thesis analyzes the fiscal policy of President Donald J. Trump in the context of business cycles and the Covid-19 pandemic. The aim of the thesis is to verify the assigned scientific hypothesis through the analysis of the federal budget and the development of gross domestic product in the form that the fiscal policy of Donald J. Trump in 2017-2021 led to a gradual decrease in the growth rate of gross domestic product and to a deepening of the federal budget deficit, with a significant contribution of fiscal measures adopted in response to the Covid-19 pandemic. The results of the research confirm a partial part of the hypothesis, which focused on the deepening of the federal deficit. It has been proven that the federal deficit widened in the period 2017-2021 and in 2020-2021 with a significant contribution of fiscal measures taken in the context of the Covid-19 pandemic. The analysis of the development of the growth rate of gross domestic product did not confirm a partial part of the hypothesis of decreasing real GDP growth. The results show that the GDP growth rate decreased only in 2020, not in the other years under review. To verify and falsify the hypothesis, research questions are used on how the revenues and expenditures of the federal budget developed, what fiscal tools were used in response to the Covid-19 pandemic and what were the economic impacts of the tools used. The contribution of this bachelor thesis is to point out the role of fiscal policy in shaping the business cycle and to evaluate the suitability of using fiscal instruments in the context of their economic impacts.
