History and Present of Common Security and Defence Policy of the EU

Abstract:

Hlavním cílem této bakalářské práce je vymezit hranice vývoje bezpečnostní a obranné politiky EU, včetně rozboru její historické evoluce, ale také i v rámci současných politických problémů, jež se v současné době realizuje pod hlavičkou SBOP, jejíž rámec je SZBP (Společná zahraniční a bezpečnostní politika). Dynamický vývoj bezpečnostní a obranné politiky EU, kterou korigoval hlavně sled bouřlivých historických událostí, je v této práci chronologicky zmapován do jednotlivých tematicky uzavřených kapitol, které tvoří první část práce. Exkurzem do nejstaršího období prostřednictvím první kapitoly, bude možné zanalyzovat a pochopit důvody vzniku prvotních organizací, jež zpočátku spíše koketují v problematice zajištění míru, bezpečnosti a obrany. První velká výzva – Plevenův plán, jehož pilířem měla být společná evropská armáda v jednotné uniformě a pod jedním velením, měla reálně aplikovat politiku tehdejších Evropských společenství (ES) v otázkách obrany a bezpečnosti. Pravdou je, že v současné době se v důsledku globalizace a dalších mnoha politických faktorů, opět vynořují hlasy o vytvoření jednotné evropské armády. Dále je v práci popsán vztah mezi ES/EU a NATO, jakožto zvučného partnera EU ve vojenských záležitostech. Druhá část práce se věnuje zmíněné SZBP/SBOP, kde nelze opomenout její legislativní a institucionální rámec, aktuální problémy a okrajově i vztah mezi SZBP/SBOP Evropské unie a naší zemí – České republiky.

Abstract:

The main goal of this thesis is to define the separating lines of the development of a security and defense policy of the EU, including an analysis of its historical evolution, but also in the context of current political problems, which are currently being implemented under the auspices of the CSDP, whose frame is CFSP (Common foreign and security policy). The dynamic development of the security and defense policy, which was mainly corrected by a series of rapid historical events, is in this work chronologically mapped into different closed thematic chapters, forming the first part of this work. By excursus to the earliest period through the first chapter of this work, it will be possible to analyze and understand the reasons for founding the first organizations that were rather just flirting with the issue of ensuring peace, security and defense. The first big challenge - Pleven plan, whose "cornerstone" should have beeen a common European army, in single uniform and under one command, which should have actually applied the policies of the former European Community (EC) in the matters of defense and security. The truth is, that in these days, due to globalization and many other political factors, we can again hear some voices calling to create a united European army. The thesis also describes the relationship between the EC/EU and NATO, as a very important partner of the EU in military affairs. The second part deals with the above mentioned CFSP/CSDP, where we cannot miss its legislative and institutional framework, current issues and marginally a relationship between the CFSP/CSDP of European Union and our country - the Czech Republic.
