Municipality and its economic activity - financial and tax aspects

Abstract:

Bakalářská práce se zabývá komplexní analýzou ekonomické činnosti města Horní Bříza. Jejím cílem je zhodnocení finanční a ekonomické situace municipality v letech 2018 - 2022 a na základě získaných poznatků navrhnout kroky k jejímu zlepšení. Práce je členěna na teoretickou a praktickou část. Teoretická část se věnuje literární rešerši, zaměřené na problematiku veřejné správy, obcí v České republice, rozpočtů municipalit a formě jejich podnikání. Praktická část se nejprve zabývá zhodnocením ekonomické činnosti města Horní Bříza ve vybraných letech, které je provedeno na základě analýzy vývoje rozpočtů a zkoumáním příjmových i výdajových stránek rozpočtů. Dále jsou zde využity ukazatele finanční analýzy, které zkoumají také ukazatele likvidity a zadluženosti. Konec praktické části je věnován porovnání příspěvkových organizací města s využitím finanční analýzy. Závěr práce shrnuje výsledky analýzy a navrhuje konkrétní opatření pro možné zlepšení ekonomické situace Horní Břízy, která se týkají především příjmové stránky rozpočtů a daňových příjmů.

Abstract:

The bachelor thesis deals with a comprehensive analysis of the economic activity of the town Horní Bříza. Its aim is to evaluate the financial and economic situation of the municipality in the years 2018 - 2022 and on the basis of the obtained findings to propose steps for its improvement. The thesis is divided into theoretical and practical parts. The theoretical part is devoted to a literature search, focused on the issues of public administration, municipalities in the Czech Republic, budgets of municipalities and the form of their business. The practical part first deals with the evaluation of the economic activity of the town Horní Bříza in selected years, which is carried out on the basis of an analysis of the development of budgets and an examination of the revenue and expenditure aspects of budgets. Furthermore, financial analysis indicators are used, which also examine liquidity indicators and indebtedness. The end of the practical part is devoted to a comparison of the city's contributory organisations using financial analysis. The conclusion of the paper summarizes the results of the analysis and proposes specific measures for possible improvement of the economic situation of Horní Bříza, which mainly concern the revenue side of the budgets and tax revenues.
