Project and Export Finance. Evaluation and Planning of the Project of Construction of the Plant for production of the Ceramic Building Materials in the Siberian Federal District of the Russian Federation

Abstract:

Diplomová práce se zaměřuje na projektové financování jako rozšířené metodě financování investičních celků v různých oborech jakožto energetika, infrastruktura a další. Vedle toho v diplomové práci se zkoumá mechanizmus statní podpory vývozu. Diplomová práce se skládá z teoretické a praktické části. Teoretická část této diplomové práce je koncipovana „od velkého k malému“: v první části se zkoumá význam exportních aktivit České republiky se záměrěm především na Ruskou federaci ve světle jejího rostoucího významu pro české vývozce, což ve výsledku vedé k zařázení Ruské federace mezi prioritní exportní teritoria a preferovaného partnera České republiky. S ohledem na „portfolio“ rozsáhlých investičních projektu na významném teritóriu Ruské federace (at´už majicích status záměru či rozpracovaných) zřemným se jeví potenciál této země pro české vývozce, proto se dál teoretická část věnuje existujicím mechanizmům státní podpory exportu v České republice, kombinacím a formám projektového a exportního financování, kritériím splnitelným pro žadatele o takový druh finanční podpory dle Ujednání pro oficiálně podporované vývozní úvěry (Konsensu OECD). Dále se teoretická část zaměřuje na mechanizmy ošetření rizik jako klíčové výhody použití projektového financování se státní podporou vývozu. Praktická část se zaměřuje na použití mechanizmů projektového a exportního financování při plánování a ocenění projektu výstavby cihelny v Sibiřském regionu Ruské federace na příkladě přímého odběratelského úvěru s účasti českého generálního dodavatele. Praktická část sleduje splnění základním scénářem projektu (výrobou nového typu cihel s vysokou přidanou hodnotou) kritérii racionality a dosažitelnosti bankovního financování. Dále praktická část zkoumá krizový scénář implementace projektu spočívající ve výrobě cihel s nižší přidanou hodnotou.

Abstract:

The thesis is targeted on the Project Financing as a highly-implemented form of financing of the investment projects in various spheres of activities, such as energetics, infrastructure, etc. At the same time the thesis is targeted to the mechanism of state export support. The thesis consists of the theoretical and practical parts. Theoretical part of this diploma work is consipated „from big to small“: first of all it is dedicated to defining the significance of the export for the state of the Czech Republic with the prior focus on the export operations with the Russian Federation in the light of its growing share during the past decade resulting Russian Federation is rapidly becoming the key preferred partner for the Czech exporters. Taking into consideration the „portfolio“ of the high-scale investment projects exinsting on the vast territory of the Russian Federation (having the status of just the business idea, or actually developed) representing the great potential in particular for the Czech exporters, the Theoretical part focuses also on the existing mechanism of state export support of the Czech Republic, main forms of the Project and Export Financing combinations, criteria to be fulfilled by the applicants for such financing support under the Arrangement on Officially Supported Export Credits (OECD Consensus). Finally, the theoretical part is focused on risk mitigating. Practical part lies in the detailed analysis of the Case Study: application of the Project and Export Financing in the process of planning and evaluation of the Project of construction of the brick-production plant in the Siberian Federal District of Russian Federation with direct Buyer’s credit and participation of the Czech EPC contractor. Practical part examines fulfillment by the project Base Case Scenario (production of the new type of high-yield bricks) of the criteria of viability and bankability. Practical part also examines the project Crisis Scenario based on the production of bricks with the lower added value.
