Protection of Cultural Monuments

Abstract:

Bakalářská práce je zaměřená na problematiku financování ochrany kulturních památek. První část definuje důvody aktuality problematiky, příslušné pojmy používané v práci, legislativní úpravu památkové péče, původ a základy mezinárodní ochrany kulturních památek. Druhá část je zaměřena na možnosti financování provozu, údržby a případné potřebné obnovy a rekonstrukce kulturních památek. U každé ze tří základních možností, kterými jsou financování ze soukromého, veřejného sektoru nebo podpora z nadnárodních fondů, jsou posuzované výhody a nevýhody. Vztah mezi státem a kulturou je vysvětlen na příkladu státní kulturní politiky. V závěru je vyhodnocení aktuální situace, posouzení efektivnosti legislativních a finančních nástrojů na ochranu kulturního dědictví, možnosti, návrhy a doporučení pro vylepšení systému památkové péče a současného stavu kulturních památek.

Abstract:

The Bachelor thesis is focused on exploring theory of funding of the cultural monuments care. The first part defines the urgency of the topic, basic definitions used in the field, the relevant legislation, origins of the international protection of cultural heritage. The second part defines basic ways and tools of financing of service, maintenance and apposite reconstruction of cultural monuments. As well evaluates the positive and negative aspects of three basic models of support: from private, public sector or the promotion from the supranational foundations. The relationships between the state and the culture is explained by the cultural governmental policy. In conclusion there is a short summary of the actual situation, ways, possibilities and recommendations for the facilitation of the system of caring for cultural monuments.
