Analysis of the Regional Budget

Abstract:

V diplomové práci je analyzováno rozpočtové hospodaření Jihomoravského kraje. Práce je rozdělena na pět částí. První část vymezuje teoretická východiska rozpočtování, tedy fiskální federalismus, rozpočtová pravidla, fáze rozpočtového procesu, příjmovou a výdajovou stránku rozpočtu kraje. V druhé části je provedena analýza rozpočtového hospodaření Jihomoravského kraje včetně rozpočtového procesu. V části třetí je zkoumán rozpočtový výhled Jihomoravského kraje a jeho vazba na rozpočet. Čtvrtá část je věnována analýze dluhové služby a závazků Jihomoravského kraje. Část pátá se zabývá implementací nových metod řízení ve veřejné sféře s ohledem na rozpočtový proces a praktickou aplikací metody CAF na Krajském úřadě Jihomoravského kraje.

Abstract:

The thesis analyses the implementation of the budget in the South Moravian Region. The work is devided into five sections. The first section defines the theoretical bases of the budget procedure, i.e. fiscal federalism, budget rules, phases of budget process, income and expenditure aspect of the region. In the second part the analysis of the implementation of the budget in the South Moravian Region and the budget process has been carried out. The third part examines the budget outlook of the South Moravian Region and its linkage to the budget. The analysis of the debt service and the obligations of the South Moravian Region is given in the fourth section. The fifth section deals with the implementation of new methods of governing in the public sphere with respect to budget process and the practical application of the CAF method in the Regional Authority of the South Moravian Region.
