Position of the Czech Republic towards the Europeanization of asylum and migration policy

Abstract:

Tato diplomová práce se zabývá postojem ČR k evropeizaci azylové a migrační politiky v důsledku migrační krize. Cílem práce je tento postoj zhodnotit na základě analýzy reakce ČR na tři instrumenty EU, které reprezentují snahu EU o změny ve společné evropské azylové a migrační politice za účelem řešení migrační krize: zavedení relokačního mechanismu, revize Dublinského systému a reforma EASO. Práce odpovídá na otázku, jakou strategii ČR používá jako odpověď na evropeizaci shora dolů, tato analýza je doplněna o vliv faktorů v rámci domácí politiky na český postoj. Výsledky analýzy ukazují, že ČR používá především strategii úmyslného zdržování (foot-dragging) a že v českém postoji jsou zřetelné de-evropeizační tendence.

Abstract:

This thesis focuses on the position of the Czech Republic towards the Europeanization of asylum and migration policy in response to the migration crisis. The aim of this thesis is to assess this position based on the analysis of the Czech Republic's response to three EU instruments, which represent the EU's efforts to change the common European asylum and migration policy in order to address the migration crisis: the relocation mechanism, revision of the Dublin system and the EASO reform. The thesis answers the question, what strategy does the Czech Republic use in response to top-down Europeanization. The analysis is complemented by influences within the domestic politics on the Czech position. The outcomes of analysis show that the Czech Republic mainly uses the strategy of deliberate delay (foot-dragging) and that there are clear de-Europeanization tendencies in the Czech position.
