Development of the territorial administrative structure of the Czech Republic over the last seventy years (focused on micro-regional structure)

Abstract:

Cílem diplomové práce je charakterizovat vývoj územně správní strukturace České republiky za posledních sedmdesát let v jednotlivých časových etapách, a to z hlediska právního, geografického i socioekonomického. Za pomoci odborné literatury a příslušné legislativy poskytuje přehled a průběh změn, ke kterým došlo. Je zde sledováno několik období, v nichž dochází ke stejným nebo velmi podobným rozhodnutím, podle nichž některé územně-správní celky vznikají a pak zanikají, jelikož jsou nevyhovující. Přiblíženo je také zrušení okresních úřadů, převedení jejich kompetencí zčásti na krajské úřady a zčásti na obce s rozšířenou působností. V další části práce je zhodnocena efektivita územní samosprávy v České republice a Rakouska, které je srovnatelné z hlediska velikosti území, a i počtu obyvatel. Podrobněji je práce zaměřena na výkon veřejné správy na mikroregionální úrovni. Hlavním cílem je komparace obcí s rozšířenou působností a mikroregionů v kontextu s jejich diferencí, vývojem a kompetencemi. Jednotlivé obce se z důvodu nejen finanční úspory, ale i snadnějšího získávání dotací sdružují do mikroregionů, ale je otázkou, zda je členství efektivní, vzhledem k celkovému zaměření vytyčených aktivit daného mikroregionu. Poslední část diplomové práce je věnována zhodnocení výkonu veřejné správy z výsledků šetření provedených v okrese Benešov na úrovních obcí s rozšířenou působností, mikroregionů a obcí. Ze zjištěných výsledků jsou vyhodnoceny některé z problémů výkonu správy a navrženy možné změny.

Abstract:

The aim of the thesis is to characterize the development of the territorial and administrative structure of the Czech Republic over the last seventy years in individual time stages, from the legal, geographical and socio-economic point of view. It provides an overview of the changes that have taken place with the help of specialist literature and relevant legislation. It traces several periods in which the same or very similar decisions have been made, under which some local government units have been created and then dissolved because they are inadequate. The abolition of district authorities, the transfer of their competences partly to regional authorities and partly to municipalities with extended competence, is also presented. In the next part of the thesis, the effectiveness of local self-government in the Czech Republic is assessed and Austria, which is comparable in terms of size of territory and population. In more detail, the thesis focuses on the performance of public administration at the micro-regional level. The main objective is to compare municipalities with extended competence and micro-regions in the context of their differentiation, development and competences. Individual municipalities are grouping themselves into micro-regions not only for financial savings, but also for easier access to subsidies, but it is questionable whether membership is effective, given the overall focus of the outlined activities of a given micro-region. The last part of the thesis is devoted to the evaluation of the performance of public administration from the results of surveys conducted in the Benešov district at the levels of municipalities with extended competence, micro-regions and municipalities. From the results, some of the problems of administration performance are evaluated and possible changes are proposed.
