Assuring Continuity and Truthfulness of EA

Abstract:

Tato diplomová práce se zabývá kontinuitou a pravdivostí EA. Hlavním cílem práce je návrh postupu zajištění kontinuity a pravdivosti EA v situaci, kdy v rámci veřejného sektoru dílčí SA dodávají dodavatelé ICT řešení.V první části práce je proveden výzkum zaměřený na charakteristiku současného stavu v oblasti zajišťování kontinuity a pravdivosti EA založený na metodě Systematic Mapping Study. Dále je zanalyzován Stav metodické připravenosti eGovernmentu a Informační koncepce ČR v oblasti kontinuity a pravdivosti EA.Druhá část práce se věnuje popisu metodiky sestavení návrhu postupu zajištění kontinuity a pravdivosti EA. Jako vstupy metodiky slouží postupy zajištění kontinuity EA nalezené v rámci výzkumu dle metody SMS a podklady získané analýzou dokumentů OHA a Informační koncepce ČR.Třetí část práce obsahuje popis navrženého postupu zajištění kontinuity a pravdivosti EA (ZKPEA). Postup ZKPEA se skládá ze čtyř hlavních částí, které představují předpoklady postupu ZKPEA, pravidla ZKPEA, události v rámci ZKPEA a činnosti ZKPEA.V poslední části práce je ověřena platnost postupu ZKPEA formou diskuze. Platnost postupu ZKPEA je posuzována vůči nalezeným postupům zajištění kontinuity a pravdivosti EA a pravidlům a principům, které definuje Informační koncepce ČR a OHA.Hlavním přínosem práce je vytvoření detailní metodiky pro zajištění kontinuity a pravdivosti EA, kterou je možné aplikovat kromě veřejné správy i v komerčním sektoru.

Abstract:

This diploma thesis focuses on the continuity and truthfulness of EA. The main goal of the thesis is to design a procedure for Assuring continuity and truthfulness of EA in the situation, when in the public sector SA is delivered by ICT solutions contractors.In the first part of the thesis a research regarding current state in the field of assurance of continuity of EA is conducted. This research is based on Systematic Mapping Study method. Next is the analysis of the current state of methodical readiness of Czech eGovernment and Information conception in the field of assurance of continuity of EA.Second part of this thesis describes the methodology for the design of procedure ACTEA. As inputs for this methodology serve the procedures for assuring continuity of EA found during the research based on SMS and results of the analysis of documents from the OHA and Czech Information conception.Third part of the thesis contains the description of proposed procedure ACTEA. This procedure consists of four parts, which are presumptions, rules, events, and activities.The final part discusses the validity of proposed procedure ACTEA. Validity of the procedure is evaluated against procedures for assuring continuity of EA found during the research and rules and principles defined by Czech Information conception and OHA.The main contribution of this thesis is the creation of a detailed methodology for Assuring continuity and truthfulness of EA, which can be applied in addition to public administration in the commercial sector.
