Foreign policy of South Korea toward North Korea after 1989

Abstract:

Práce se zabývá zahraniční politikou Jižní Koreje, která byla uplatňována vůči Severní Koreji od konce studené války. Práce si klade za cíl zjistit, zda se Sunshine policy prezidenta Kim Tä-džunga odlišuje od politik uplatňovaných vůči Severní Koreji před jejím představením. Zároveň se ptá, zda na Sunshine policy navázali i následující jihokorejští prezidenti či nikoliv. Za účelem naplnění cílů je první část práce zaměřena na nástin povahy vztahů mezi Severní a Jižní Koreou, která sehrává důležitou roli při utváření zahraniční politiky a při její aplikaci. Druhá část práce je věnována popisu politik jednotlivých jihokorejských prezidentů z hlediska jejich hlavních rysů a záměrů, dle kterých se měly orientovat v mezikorejských vztazích. Také je popsán vývoj vztahů mezi Jižní a Severní Koreou pod působením jednotlivých politik. Třetí část práce se zaměřuje na podrobnější popis Sunshine policy a na její porovnání s politikami vůči Severní Koreji uplatňovanými předchůdci Kim Tä-džunga a následně i s politikami vůči Severní Koreji, které představili jeho nástupci.

Abstract:

Thesis is focused on South Korean foreign policy, which has been applied toward North Korea since the end of the Cold war. The aim of this thesis is to find out if Sunshine Policy of President Kim Dae-jung distinguishes from policies which were applied toward North Korea before introduction of Sunshine Policy. Thesis also finds out if presidents, who came to their office after introduction of Sunshine Policy, continued or not in principles and aims of Sunshine Policy. For purpose to fulfill the aim of thesis, the first part of thesis outlines nature of relations between North Korea and South Korea, which is important for formation of policy and its implementation. The second part of thesis is devoted to description of particular policies of South Korean presidents and their administrations. Policies are described from the point of view of main attributes and aims according which inter-Korean relations should be orientated. This part also shows development of inter-Korean relations under the thumb of particular policies. The third part of thesis is focused on more detailed description of Sunshine Policy. In this part Sunshine Policy is compared with approaches to North Korea of previous presidents. Sunshine Policy is also compared with policies toward North Korea which were introduced after Sunshine policy.
