Protection of Soft Targets - Elementary School

Abstract:

Tato diplomová práce se zaměřuje na oblast zajištění bezpečnosti základních škol jako jednoho z měkkých cílů. Cílem diplomové práce je analýza připravenosti vybraných škol na mimořádné události, jakými je útok aktivního střelce nebo vznik požáru. Samotná analýza se skládá z dotazníkového šetření, testu zranitelnosti a polostrukturovaných rozhovorů s řediteli škol. Během výzkumu byly zjištěny v oblasti bezpečnosti nedostatky, které představují možná rizika vzniku potencionálního útoku, ke kterému by na škole mohlo dojít. Na základě zjištěných poznatků jsou navržena opatření, jako jsou zpracování bezpečnostního auditu, využívání vzdělávacích programů pro zaměstnance v oblasti bezpečnosti, nastavení jasných pravidel pro vstup osob do objektu školy a zavedení pravidelných školení s praktickými nácviky na různé typy mimořádných událostí. Práce je určena zejména pro ředitele zainteresovaných základních škol, aby získali informace a podněty ke zlepšení bezpečnostních opatření na svých školách vzhledem k rostoucí kriminalitě a násilí v okolí škol na území České republiky.

Abstract:

This diploma thesis focuses on the area of ensuring the safety of primary schools as one of the soft goals. The aim of the thesis is to analyze the preparedness of selected schools for extraordinary events, such as an attack by an active shooter or the occurrence of fire. The analysis itself consists of a questionnaire survey, a vulnerability test and semi-structured interviews with school principals. During the research, deficiencies were identified in the area of security, which represent possible risks of a potential attack that could occur at the school. On the basis of the findings, measures are proposed, such as the processing of a security audit, the use of training programs for employees in the field of security, the setting of clear rules for the entry of people into the school building and the introduction of regular training with practical exercises for different types of emergencies. The work is especially intended for principals of interested elementary schools to obtain information and suggestions for improving security measures at their schools given the increasing crime and violence around schools in the Czech Republic.
