The influence of the budgetary investment in tertiary education on GDP growth

Abstract:

Předkládaná práce analyzuje vliv veřejných výdajů do terciárního školství (VVT) na ekonomický růst, čímž navazuje na diskuse v ekonomické literatuře o významu vzdělání pro ekonomický růst. Pro značnou kauzální vzdálenost mezi těmito proměnnými je analyzován i vliv VVT na příliv přímých zahraničních investic a inovační potenciál, neb tyto proměnné dle literatury plní funkci zprostředkujících proměnných mezi hlavními proměnnými. Analyzována je skupina 51 států (zejména členů OECD) mezi lety 1998 a 2014. Vysoká autokorelace u metody nejmenších čtverců si vynutila využití alternativních metod: (i) metody Grangerovy kauzality, (ii) metody prvních diferencí a (iii) převedení dat na průřezová s posunutím VVT o tři roky. Výsledky ukazují, že na studovaném vzorku nelze prokázat přímý, pozitivní vliv VVT na ekonomický růst, příliv přímých zahraničních investic, a ani inovace. Závěr práce diskutuje možné postupy pro další výzkum, který by mohl jednoznačněji potvrdit, či vyvrátit hypotetizované vztahy.

Abstract:

The presented work analyzes the impact of public expenditure in tertiary education (PET) on economic growth and thus builds on debates on the importance of education for economic growth in the economic literature. For considerable causal distance between these variables, the influence of PET on the inflow of foreign direct investment and innovation potential is also analyzed, as according to the literature these variables serve as the intermediary between the main variables. A group of 51 countries (mainly OECD members) between years 1998 and 2014 has been analyzed. The high autocorrelation when the ordinary least squares method was used lead to the use of alternative methods: (i) the method of Granger causality, (ii) the method of first differences, and (iii) transformation of data to cross-selection with three year lag of PET. The results show that we cannot accept hypothesis about direct, positive impact of PTE neither on economic growth, nor on FDI inflow, and innovation. In the conclusion, the work discusses possible avenues for further research that could more clearly confirm or refute hypothesized relationships.
