Evolution of the Social Benefit Supplement for Housing in the Czech Republic

Abstract:

Bakalářská práce je zaměřena na vývoj dávky Doplatek na bydlení v kontextu systému sociálního zabezpečení v ČR. BP je rozdělena na dvě části, teoretickou a empirickou. Cílem teoretické části je charakterizovat ukotvení dávky doplatek na bydlení v našem systému sociální pomoci. Poukázat na tuto dávku jako na jeden z nástrojů sociální politiky ČR a zároveň jako na součást jednoho z pilířů sociálního zabezpečení u nás. Empirická část je zaměřena na vývoj dávky doplatek na bydlení v časovém období 2007 - 2014, tedy zmapování objemu finančních prostředků vynakládaných na uvedenou dávku a formulace možných příčin výkyvů. Cílem realizovaného dotazníkového šetření je posouzení adresnosti a efektivity uvedené dávky. Dílčími cíli je získání informací, zda je dávka zneužívána a zda legislativní předpis obsahuje dostatečné mechanismy bránící zneužití dávky. Součástí empirické části jsou také dvě kazuistiky jako příklad dobré praxe, ale i možných negativních důsledků při praktické aplikaci této dávky.

Abstract:

Bachelor thesis is focused on the development of the Supplemet for Housing benefit in the context of the social security system in the Czech Republic. BP is divided into two parts, theoretical and empirical. The aim of the theoretical part is to characterize the Supplemet for Housing benefit in our system of social assistance. Point out that benefit as one of the instruments of social policy of the Czech Republic and at the same time as part of one of the pillars of social security in our country. The empirical part is focused on the development of the Supplemet for Housing benefit in the period 2007-2014, thus charting the volume of funding to the benefit and formulation of possible causes of fluctuations. The aim of the completed questionnaire survey is to assess the effectiveness and the directness of benefit. Intermediate objectives is to obtain information on possible abuse of benefit and whether the legislative provision contains preventive mechanisms to avoid the abuse. Part of the empirical part are also two case interpretations as an example of good practice, but also the possible negative consequences in the practical application of this benefit.
