Abstract:

Práce „Cesta k přijetí ukrajinské Ústavy v roce 1996“ je zaměřena na popis procesu přípravy ústavního návrhu a přijetí Ústavy Ukrajiny od přelomu 80. a 90. let do roku 1996. V první kapitole jsou uváděny klasifikace základních demokratických režimů současností dle různých autorů. Následující kapitola je věnovaná periodizaci ústavodárného procesu včetně popisu problémů ukrajinské společnosti, situaci kolem předčasných parlamentních a prezidentských voleb v roce 1994, konfliktům mezi hlavními politickými aktéry té doby a jejich vlivu na podobu návrhu konstituce. Dále se autorka podrobněji zabývá poslední etapou přípravy Ústavy a Konstituční dohodou z roku 1995. Poslední kapitola je zaměřena na popis a analýzu politického režimu, vzniklého na Ukrajině s přijetím Ústavy, včetně zařazení politického systému dle třech různých klasifikací, uvedení některých problémů a popisu důležitých charakteristických znaků určujících povahu režimu.

Abstract:

Bachelor's Thesis, "The way to the adoption of ukrainian constitution in 1996" describes the process of preparation of the project and adoption of the Constitution of Ukraine during the period from crisis of 80th and 90th to the year 1996. In the first section the classification of basic types of democratic regimes of modernity from several political scientists are resulted. The following section considers a periodization of process of preparation of the constitution and describes the problems of the Ukrainian society, the situation surrounding the parliamentary and presidential elections in 1994, conflicts between the main political actors of that period and their impact on the constitutional project. Further, the author examines in detail the final stage of preparation of the Constitution and the Constitutional Treaty signed in 1995. The last chapter contains a description and analysis of the political regime which was set out in Ukraine with adoption of the Constitution, including the classification according to the three authors. Also some problems and features that affect the nature of the regime are resulted.
