Comparison of labor market indicators from a methodological perspective

Abstract:

Tato bakalářská práce se zabývá nekoherencí datových zdrojů EU--SILC, VŠPS, ISPV a podnikové výkaznictví mezi lety 2011 a 2021 v rámci statistických ukazatelů průměrná mzda a počet zaměstnanců. Míra nekoherence je zkoumána především z hlediska regionálního srovnání krajů České republiky a je hodnocena z několika úhlů pohledu. Nejprve je popsána metodologie jednotlivých šetřením, přičemž byl kladen důraz na odlišnosti, které v nich jsou. Následně jsou graficky znázorněny rozdíly ve výsledcích jednotlivých šetření a výsledná zpráva, kterou nám tyto výsledky poskytují o jednotlivých krajích v porovnání s ostatními regiony. Posledním krokem je regresní analýza, která se snaží změřit významnost interakce mezi krajem a šetřením, což slouží jako ukazatel míry nadhodnocení daného kraje daným šetřením. Analýza byla provedena pomocí programu R a MS Excel. Průzkum metodologie jednotlivých šetření jasně poukázal na významné odlišnosti mezi šetřeními. Největším rozdílem je určení regionální příslušnosti domácnostní metodou, kterou využívá šetření EU--SILC a VŠPS, přičemž ISPV a podnikové výkaznictví užívá metodu pracovištní. Další odlišností je například nezahrnutí úvazků kratších než 30 hodin týdně a také zaměstnanců pracujících na dané pozici méně než 1 měsíc v ISPV. EU--SILC naopak za pracující považuje pouze osoby, které pracovali většinu roku. VŠPS a EU--SILC zase vyřazuje osoby z hromadných ubytovacích zařízení. Přestože regresní analýza průměrné mzdy nepotvrdila významnost žádné interakce, tak průměrná mzda v Karlovarském kraji vychází v rámci šetření EU--SILC nadprůměrná, přičemž ostatní šetření uvádí, že je v tomto kraji mzda naopak nejnižší. Regresní analýza naopak potvrdila významné rozdíly v počtu zaměstnanců mezi jednotlivými šetřeními. Podařilo se tedy poukázat na nesoudržnost těchto datových zdrojů.

Abstract:

This bachelor thesis deals with the incoherence of EU-SILC, VŠPS, ISPV, and enterprise reporting data sources between the years 2011 and 2021 in the statistical indicators of average wages and the number of employees. The degree of incoherence is examined primarily from the perspective of regional comparisons of the Czech Republic's regions and is evaluated from several angles. First, the methodology of each survey is described, with emphasis on the differences between them. Subsequently, the differences in the results of each survey are graphically represented, and the resulting report provides us with insights into each region compared to other regions. The final step is a regression analysis that attempts to measure the significance of the interaction between the region and the survey, which serves as an indicator of the degree of overestimation of a given region by a given survey. The analysis was conducted using R and MS Excel. The survey of the methodology of each survey clearly highlighted significant differences between them. The most significant difference is the determination of regional affiliation by household method, used by EU-SILC and VŠPS, while ISPV and enterprise reporting data sources use the workplace method. Other differences include, for example, the exclusion of contracts shorter than 30 hours per week and employees who have worked in a given position for less than 1 month in ISPV. In contrast, EU-SILC considers only persons who worked for most of the year as employed. VŠPS and EU-SILC also exclude persons from collective accommodation facilities. Although the regression analysis of average wages did not confirm the significance of any interaction, the average wage in the Karlovy Vary Region is above average according to EU-SILC, while other surveys indicate that wages in this region are the lowest. On the other hand, the regression analysis confirmed significant differences in the number of employees between the various surveys. Therefore, it was possible to point out the inconsistency of these data sources.
