Abstract:

Tématem bakalářské práce je "Evropský ombudsman". Práce obsahuje 76 stran, 9 příloh a 55 zdrojů literatury. Cílem práce je objasnění místa a úlohy ombudsmana Evropské unie, který představuje institut mimosoudní ochrany lidských práv vůči špatné správě ze strany eurobyrokracie. V tomto ohledu autorka přibližuje postavení tohoto institutu v podmínkách Ruska, Ukrajiny a republikách Jižního Kavkazu. To může přinést určité obohacení diskuse o významu ombudsmana v rámci moderní demokratické společnosti. V první kapitole je popsán vznik a vývoj obmbudsmana ve vybraných evropských státech: Švédsku, Finsku, Dánsku, Velké Británii a Francii. Druhá kapitola je věnována místu a úloze ombudsmana Evropské unie, přičemž je tento institut přiblížen po stránce de jure a de fakto. Ve třetí kapitole autorka analyzuje postavení ombudsmana v České republice, ale také v Rusku, Ukrajině a republikách Jižního Kavkazu. V tomto ohledu se snaží ukázat užitečnost a vytíženost tohoto institutu, který představuje poměrně rychlou a finančně nenáročnou pomoc občanům vůči nedostatkům veřejné správy.

Abstract:

The topic of this Bachelor's thesis is "European Ombudsman". The work contains 76 pages, 9 annexes and 55 sources of literature. The main aim of the thesis is to clarify the position and role of the Ombudsman in the European Union, which is represented by the Institute of extrajudicial protection of human rights against poor governance of the euro bureaucracy. In this regard, the author approaches the status of this institution in terms of Russia, Ukraine and South Caucasus republics. This can trigger some elabprated discussions about the importance of the Ombudsman in a modern democratic society. The first chapter describes the emergence and development of Ombudsman in selected European countries: Sweden, Finland, Denmark, Great Britain and France.The second chapter is devoted to the place and role of the Ombudsman in the European Union. In the third chapter the author analyzes the position of Ombudsman of the Czech Republic as well as in Russia, Ukraine and South Caucasus republics. In this respect, the author is trying to show the advantages and utility of this institute, which basically represents relatively quick and inexpensive help for citizens who are effected by the weaknesses of public administration.
