Federalism in Malaysia and the UAE - a comparison

Abstract:

Tématem mé bakalářské práce je Federalismus v Malajsii a SAE - komparace. Federalismus představuje jakýsi politicko-filozofický rámec federace, která je jeho institucionální podobou. Federace je forma státoprávního uspořádání, které je charakteristické víceúrovňovou dělbou moci (dvě relativně autonomní úrovně vládnutí), psanou ústavou a arbitrem v ústavních otázkách. Tato bakalářská práce se zaměřuje na srovnání dvou mimoevropských států s federální formou vlády. Práce se skládá ze tří částí. První část je teoretická a zahrnuje definici federalismu a federace, historický kontext termínu federalismus, typologie federalismu a koncept Efektivity vládnutí. Druhá část obsahuje případové studie: Malajsie a Spojené arabské emiráty. V případových studiích jsem představil historii obou federací, základní informace o obou státech, jejich míru centralizace/decentralizace, symetrie/asymetrie a efektivitu vládnutí obou federací. Výsledky této analýzy jsou poté shrnuty a porovnány v závěru, třetí části práce.

Abstract:

The topic of this ba thesis is The Federalism in Malaysia and the UAE - Comparison. Federalism is a political and a philosophical concept, on which the function of a federation is based. Federation is a type of state, which can be characterized by a multilevel power redistribution, a constitutional structure, and a duality of power. This thesis focuses on the comparison of the two non-European states with federal forms of government. The work is composed of three parts. The first part is theoretical and comprises the definition of federalism and federation. It also introduces and further discusses the fundamental features of federalism and federation, its historical development, the typology of federalism, and the theory of Effective Governance. The second part contains case studies of federal dispositions in Malaysia and the UAE. In the case studies I examine the history of both the federations, the basic values of the federal arrangement, centralization and decentralization, symmetry and asymmetry, and effective governance of both the federations. The results of this analysis are then summarized and compared in the conclusion, the third part of the thesis.
