Gender Quotas in Czech Politics and their Media Representation

Abstract:

Tato práce se zabývá problematikou genderových kvót využívaných v politice. Práce představuje některé typy genderových kvót a různé pohledy na tento nástroj. Genderové kvóty jsou jedním z opatření na podporu vyššího zastoupení žen v politice. Pro práci je tedy klíčové nejen téma kvót, ale také téma politické reprezentace žen. Práce na základě toho poskytuje popis faktorů ovlivňujících míru zastoupení žen v politice a přestavuje různé přístupy k této problematice. Celá práce vychází z přístupu, který Carol Bacchi (1999) nazvala "What’s the problem represented to be?", který zkoumá, jak je určitý problém reprezentován, co je vůbec pokládáno za problém a jak je propojena reprezentace problému s návrhy na jeho řešení. Na základě analýzy článků nejprodávanějších českých celostátních seriózních deníků (MF Dnes, Lidové noviny, Právo, Hospodářské noviny) je v práci přiblížen způsob mediální reprezentace problematiky genderových kvót jakožto opatření, které by mohlo představovat řešení problému nízké míry zastoupení žen v politice ČR. Analýza ukazuje, že popsaná témata jsou úzce propojená a že postoj ke kvótám je i v České republice zásadně ovlivněn přístupem k otázce zastoupení žen v politice.

Abstract:

This thesis deals with the issue of gender quotas used in politics. The paper presents some of the types of gender quotas and different views of these tools. Gender quotas are one of the measures supporting higher representation of women in politics. Therefore not just the issue of quotes but also an issue of political representation of women is discussed in the paper. The paper describes factors that affect the degree of representation of women in politics and introduces different approaches to this issue. The thesis is based on the approach by Carol Bacchi (1999) called 'What’s the problem represented to be?'; this approach examines how certain issues are represented, what is actually considered as a problem and how the representation of the problem is connected to proposed solutions of the problem. Building on an analysis of the articles from bestselling Czech nationwide non-tabloid daily newspapers (MF Dnes, Lidové noviny, Právo, Hospodářské noviny) the paper shows the ways of media representation of the issue of gender quotas as a measure that could constitute a solution to the problem of underrepresentation of women in Czech politics. The analysis shows that the issues are closely linked and that the attitude to gender quotas in the Czech Republic is fundamentally affected by the attitude to the issue of women representation in politics.
