Development of employee competencies through professional education

Abstract:

Diplomová práce přináší teoretické poznatky z oblasti veřejné správy se zaměřením na osobnost manažera. Podrobně vysvětluje jeho postavení ve veřejnosprávním kontextu a definuje možnosti a omezení v oblasti rozvoje manažerských kompetencí, a to s akcentem na omezení legislativní. Práce rozděluje management dvou základních samosprávních celků, kterými jsou kraje a obce a informuje o aktuálním členění veřejné správy v České republice. Pro podrobnější pochopení uvádí i teoretické vymezení organizační struktury uvnitř samosprávních celků. Zvláštní pozornost práce věnuje rozvoji manažerských dovedností, zejména plánování, organizování, řízení a vedení lidí, komunikace a jednání a rozhodování a řešení problémů. Rovněž nabízí čtenáři možnost nahlédnout do rozdělení manažerských dovedností podle jejich oblastí, a to na koncepční, lidské, technické a měkké dovednosti. V návaznosti na organizační strukturu rozlišuje práce jednotlivé úrovně managementu, a to liniový, střední a vrcholový. Takto vymezené řídící úrovně analogicky odpovídají i subsidiárnímu uspořádání v organizační struktuře veřejné správy. Aby bylo možné definovat možnosti rozvoje manažerských dovedností, přináší práce teoretické poznatky i z oblasti způsobů měření úrovně dosažených kompetencí. A to z pohledu metod behaviorálních, analogových, analytických a vybraných dalších metod. Nedílnou součástí teoretické části práce je i pojetí kompetenčního modelu jako základního stavebního prvku při stanovení baterie nezbytných kompetencí. V praktické části přináší práce empirické poznatky o aktuální situaci na dvou vybraných samosprávních celcích, konkrétně z podmínek Jihočeského a Karlovarského kraje České republiky. Cílovou skupinu výzkumu představuji vedoucí pracovníci na různých úrovních vedoucích pozic, kteří vykonávají činnost spadající do oblasti výkonu samosprávy. Na základě zjištěných poznatků práce navrhuje implementaci vybraných doporučení pro zefektivnění a standardizování systematických činností v oblasti rozvoje manažerských dovedností v oblasti veřejné správy se zaměřením na samosprávu.

Abstract:

The thesis presents theoretical knowledge in the field of public administration with a focus on the personality of the manager. It explains in detail its position in the public administration context and defines the possibilities and limitations in the field of development of managerial competences, with an emphasis on legislative limitations. The work divides the management of two basic self-government units, which are regions and municipalities and informs about the current division of public administration in the Czech Republic. For a more detailed understanding, it also provides a theoretical definition of the organisational structure within local government units. Special attention is paid to the development of managerial skills, especially planning, organizing, managing and leading people, communication and negotiation, and decision-making and problem solving. It also offers the reader an insight into the division of managerial skills according to their domains, namely conceptual, people, technical and soft skills. In relation to organizational structure, the work distinguishes the different levels of management, namely line, middle and top management. By analogy, the management levels thus defined also correspond to the subsidiary arrangements in the organisational structure of public administration. In order to define the possibilities of developing managerial skills, the thesis also provides theoretical insights into the ways of measuring the level of achieved competences. This is in terms of behavioural, analogue, analytical and selected other methods. An integral part of the theoretical part of the thesis is the concept of the competence model as a basic building block in determining the battery of necessary competences. In the practical part, the thesis presents empirical findings on the current situation in two selected self-government units, specifically from the conditions of the South Bohemia and Karlovy Vary regions of the Czech Republic. The target group of the research is represented by managers at various levels of managerial positions who perform activities falling within the scope of local government. On the basis of the findings, the thesis proposes the implementation of selected recommendations for the streamlining and standardization of systematic activities in the field of development of managerial skills in public administration with a focus on local government.
