Does central banking fulfill its role?

Abstract:

Práce se zabývá problematikou centrálního bankovnictví v prizmatu stability ekonomického systému. Funkce centrálních bank, které jim byly svěřeny a které na sebe uvalily, jsou podrobeny analýze a kritice vycházející z teorie rakouské školy. Z teorie i praxe vyplývá, že primární funkcí centrální banky je péče o cenovou stabilitu. Cíl práce je shodný s názvem práce a to odpovědět na otázku, zdali plní centrální bankovnictví svou funkci. K dosažení tohoto cíle práce definuje a vysvětluje základní operační koncepty: peníze a jejich vznik, centrální banky v historických souvislostech, politika centrální banky, systém bankovnictví částečných rezerv a jeho vliv na hospodářský cyklus. Nakonec je v práci představeno svobodné bankovnictví jako alternativní a stabilní bankovní systém. Přínos práce lze spatřovat jak v kritice centrálního bankovnictví jako neúčinného bankovního systému, tak v přiblížení systému svobodného bankovnictví.

Abstract:

This thesis deals with the issue of central banking and its role in a stable economic system. The functions of a central bank – which are bestowed either by the government or by the bank itself - are subjected to analysis and criticism based on Austrian economic theory. This theory implies that the main purpose of a central bank is to keep prices stable (maintain monetary stability). Therefore, the aim of this thesis is to answer the following question: Does a central bank fulfill its role? To achieve this aim, the thesis defines and explains basic concepts: money and its origin, central banks in historical context, monetary politics, and fractional reserve banking and its direct effect on business cycle. Finally the thesis outlines free banking as the alternative banking system. Contribution of this thesis lies mainly in the constructive criticism of ineffective central banking system, and secondly in outlining free banking system as a sound monetary system.
