The Discussion about Reform of Czech Education System 1989-2004

Abstract:

Tato diplomová práce se zabývá debatou o reformě českého školství v letech 1989-2004. V jejím rámci se zaměřuje na ideová východiska porevolučních změn českého školství. Zabývá se školstvím středním, konkrétně debatou o víceletých gymnáziích a reformou maturitní zkoušky. V listopadu 1989 došlo ke změně společenských a ekonomických poměrů, které měly výrazný dopad na oblast vzdělávání. Období devadesátých let je charakteristické dlouhotrvající diskusí o transformaci vzdělávání, které jej mělo uzpůsobit potřebám moderní demokratické společnosti. Tato diskuse v období vlády pravicových a pravostředových stran nevyústila v přijetí zásadního koncepčního dokumentu nebo školského zákona. Ten byl vytvořen až v období menšinové vlády ČSSD v roce 2001, kdy Vznikl Národní program vzdělávání v České republice, který definoval jeho základní cíle a kroky k jejich dosažení. Z jeho tezí vycházel návrh školského zákona, který byl schválen během koaliční vlády ČSSD v roce 2004.

Abstract:

This thesis deals with discussion about the reform of Czech education system in the years 1989-2004. It focuses on the ideological basis of post-revolutionary changes in Czech education system. It deals with secondary education, particularly with discussion about multi-year grammar schools and reform of school leaving exams. There were big changes in social and economic conditions in November 1989. These changes influenced the field of education as well. In the 90’s there was prolonged discussion about the transformation of education which should have been customized to the needs of modern democratic society. This discussion during the right-wing and centre-right government did not lead to acceptance of fundamental conceptual document or education act. This document, called National Programme of Education in the Czech Republic, was made during the minority government of ČSSD in 2001 and it set the basic aims of education and steps leading towards them. The document was the base for new law of education which was approved during the coalition government of ČSSD in 2004.
