Settlement committees as an instrument of territorial self-government

Abstract:

Tato diplomová práce se zabývá tématem osadních výborů na území Středočeského kraje včetně konkrétního příkladu obce Kněžmost. V rámci rešerše literatury je diskutován zejména vztah demokracie a územní samosprávy, či téma velikosti obce ve vztahu k jejímu rozvoji s důrazem na konkrétní faktory, které tento rozvoj ovlivňují. Hlavní část práce charakterizuje činnost osadních výborů včetně míry využití ve Středočeském kraji a identifikuje postoje lokálních obyvatel a aktérů k činnosti osadních výborů pomocí dotazníkového šetření a semistrukturovaných rozhovorů. Činnost osadních výborů je ovlivněna celou řadou individuálních faktorů, které zahrnují místní zvyklosti, historii daného území či míru zapojení jednotlivých členů osadních výborů. Lokální aktéři poté vnímají dobře fungující osadní výbor jako nedílnou součást lokální samosprávy.

Abstract:

This diploma thesis deals with the issue of settlement committees in the Central Bohemian Region, including the specific example of the municipality of Kněžmost. The literature search discusses the relationship between democracy and local self-government, or the topic of the size of a municipality in relation to its development, with an emphasis on specific factors that influence this development. The main part of the thesis characterizes the activities of settlement committees, including the extent of their use in the Central Bohemia Region, and identifies the attitudes of residents and actors towards the activities of settlement committees through a questionnaire survey and semi-structured interviews. The activities of settlement committees are influenced by a few individual factors, including local customs, the history of the area or the level of involvement of individual members of settlement committees. Local actors then perceive a well-functioning settlement committee as an integral part of local government.
