Use of chatbot technology in public administration

Abstract:

Tématem této diplomové práce je zkoumání využití technologie chatbot ve veřejné správě. Hlavním cílem práce je zjistit stav využívání technologie chatbot úřady samosprávných územních celků a navrhnout možnou podobu chatbota pro tento typ organizací.V úvodní části této práce se nachází teoretický rámec technologie chatbot, ze které tato diplomová práce vychází. Jedná se především o historický vývoj technologie, její architekturu, klasifikaci a možné oblasti použití. Dále jsou v práci uvedeny konkrétní implementace technologie chatbot v různých oblastech a to jak ze zahraničí, tak z České republiky. Další část práce se zabývá stanovením hypotéz a výzkumných otázek a hledáním odpovědí prostřednictvím průzkumu veřejně dostupných informačních zdrojů a dotazníkového šetření.V závěrečné části práce jsou zhodnoceny výsledky obou částí práce a na základě nich představena jedna z možných implementací technologie chatbot do veřejné správy. Výsledek práce obsahuje také definici oblastí, architekturu, konkrétní klasifikaci potenciálně použité technologie a způsob implementace.

Abstract:

Topic of this master thesis is to investigate how organizations of public administration use the chatbot technology. Main aim of the thesis is to find out the possibilities of using chatbot technology in organisations of public administration and to suggest one of possible form of chatbot for this type of organizations.In the introductory part of this thesis there is a theoretical framework of chatbot technology from which this master thesis is based. This part is mainly about the historical development of technology, its architecture, classification and possible areas of use. Furthermore, the work introduces concrete implementations of chatbot technology in various areas, both from abroad and from the Czech Republic and both from private and public sector.Next part of this thesis deals with the determination of hypotheses and research questions and searching for answers through a research of publicly available information sources and questionnaire investigations carried out among representatives of territorial self-governing unit.In the final part of the thesis, the results of both parts of the thesis are evaluated and one of potential implementation of chatbot technology into organisation of public administration is introduced, including the definition of areas, architecture, specific classification of potentially used technology and implementation method.
