The Position of Regional and Local Television Studios in The Czech Media Space

Abstract:

Média veřejné služby plní v České republice dle zákona o České televizi, zákona o Českém rozhlasu a zákona o České tiskové kanceláři funkci nezávislého a objektivního informačního zdroje. Právní řád České republiky prostřednictvím zákona o České televizi reflektuje potřebu nezávislého regionálního televizního zpravodajství povinností každodenního vysílání zpravodajských pořadů s regionální tématikou v celkové délce minimálně 25 minut. Tyto pořady mají 3 regionální mutace – pro Jihovýchodní Moravu, Severní Moravu a Slezsko a pro zbytek republiky. Mimo České televize působí na českém televizním mediálním trhu také velké množství regionálních a lokálních televizí, tedy komerčních subjektů, které ovšem svoji existenci často zdůvodňují nedostatečným zpravodajským pokrytím vyšších i základních územně samosprávných celků Českou televizí. Financování těchto subjektů, které je častým předmětem sporů a diskuzí, je však v drtivé většině případů závislé na příspěvcích samospráv, což může mít negativní vliv na objektivitu a nezávislost předkládaného zpravodajského servisu. Regionální divák tak může být vystavován konzumaci zavádějících či záměrně mylných informací, jejichž tendenčnost odpovídá zdroji financování konkrétní televize a jeho politickému pozadí. Tato skutečnost nevrhá na provozovatele regionálních a lokálních televizí dobré světlo a i z toho důvodu v poslední době usilují – ať už sami nebo prostřednictvím asociací, ve kterých se sdružují – najít ve spolupráci se státním aparátem jiný systém financování provozu těchto subjektů. K žádnému zásadnějšímu pokroku nicméně v této věci prozatím nedošlo. Tato práce na základě kvalitativního výzkumu prováděného zejména prostřednictvím rozhovorů s provozovateli regionálních a lokálních televizí, zástupci České televize a Rady pro rozhlasové a televizní vysílání, mediálními analytiky a experty, mapuje, jak tento segment mediálního trhu funguje v praxi, dochází-li ke zmíněnému porušování objektivity zpravodajství a pokud ano, tak v jaké míře. V kostce předkládá přehled historického vývoje regionálních a lokálních televizí až do aktuální situace, popisuje jejich fungování a produkci, vzájemnou spolupráci a jejich (ne)závislost na podporujících samosprávách. Problém zasazuje do evropského kontextu a zběžně nastiňuje vybrané zahraniční modely fungování regionálního zpravodajství médií veřejné služby. Poskytuje čtenáři komplexní shrnutí problematiky a snaží se nalézt odpověď na otázku, zda vůbec a případně jakým způsobem by měl být systém financování regionálních a lokálních televizí upraven. V závěru práce nastiňuje další otázku, která je spojena s kumulací vlastnictví právnických osob provozujících televizní vysílání do rukou jednoho subjektu, což by teoreticky mohlo vést k další ztrátě nezávislosti regionálních a lokálních televizí, na druhou stranu však k jejich ekonomickému zajištění.

Abstract:

Czech public media services must fulfil - according the Act on Czech Television, the Act on Czech Radio, and Act on the Czech Press Office - the role of independent and objective sources of information. Czech legislation reflects the necessity of independent regional television news. This is made clear in the Act on Czech Television, which requires Czech Television to broadcast daily regional news programs at least 25 minutes long in total. These programs have 3 regional variations – one for the South-eastern Moravian region, one for the North Moravian and Silesian region, and one for the rest of the republic. Apart from Czech television, a large number of regional and local television stations, i.e. commercial entities, operate in the Czech media market. As the reason for their existence, they very often give the unsatisfying media coverage of both higher and basic territorial units by Czech Television. Financing of these entities, which is a topic of discussions on a regular basis, is in most cases dependent upon allowances from local governments. This, however, may have a negative impact on the objectivity and independence of the news reports presented, so that the regional TV viewer might get misleading or intentionally false information, the tendentiousness of which corresponds with the source of financing of that station. This situation does not give television operators a good image. This is also why they ask, either on their own or through the associations they form, the state for cooperation, while looking for a different system for financing their operation. However, no major progress has been made so far. This work is based on qualitative research, conducted mainly through interviews with A) the regional and local operators, B) representatives of Czech Television and the Council for Radio and Television Broadcasting, C) media analysts and experts. It maps how this media market segment works in practice, if the above-mentioned violation of the objectivity of the news occurs and, if so, to what extent. In a nutshell, it presents the historical development of regional and local television stations up to the present, describes their functioning and production, their mutual cooperation and their dependence on or independence from supporting local governments. It also poses the problem in the European context and briefly outlines selected foreign models of public regional television news service. It provides the reader with a comprehensive summary of the issue, and seeks to find an answer to the question of whether and how the system of financing of regional and local television stations should be modified. At the end, the thesis outlines another issue, which is connected with the accumulation of the ownership of stations into the hands of one person or legal entity, which in theory could lead to further loss of the independence of regional and local televisions, but on the other hand, to their economic security.
