The fight against terrorism and organized crime in the West African region - the policy of the main actors

Abstract:

Tato práce se zabývá problematikou boje proti terorismu a organizovanému zločinu v oblasti západní Afriky. Pozornost je dána na politiku hlavních aktérů v této oblasti: nestátní aktéry, státy a mezinárodní organizace. Cílem je přiblížení současné situaci v západní Africe v oblasti boje proti terorismu a organizovanému zločinu. Přínosem je zaměření se na málo známou oblast západní Afriky a orientace na velmi aktuální realizaci bezpečnostní politiky ve světě z pohledu jejich různých aktérů. Dalším přínosem je zaměření se na důvody šíření terorismu a organizovaného zločinu v regionu západní Afriky. Výsledkem je zjištění, že za aktuální šíření terorismu a selhání politik proti organizovanému zločinu může převážně absence mezinárodní koordinace, pouze militaristické řešení, pomalé reagování, reaktivní než proaktivní opatření, rozdílné zájmy mnoha států a chybějící finanční prostředky k řešení krize. Jedním z mála aktérů, kteří vykazovali nejméně vnitřních pnutí byly bohužel teroristické organizace, které z těchto problémů mezinárodního společenství těží nejvíce.

Abstract:

This thesis deals with the issue of the fight against terrorism and organized crime in West Africa. Attention is paid to the policies of the main actors in this field: non-state actors, states and international organisations. The aim is to bring closer the current situation in West Africa in the fight against terrorism and organised crime. The benefit is the focus on the little-known area of West Africa and the orientation on the very current implementation of security policy in the world from the perspective of its various actors. Another benefit is the focus on the reasons for the spread of terrorism and organised crime in the West African region. As a result, it is found that the current spread of terrorism and the failure of policies against organized crime are largely due to a lack of international coordination, only a militaristic solution, slow response, reactive rather than proactive measures, the divergent interests of many states and the lack of financial resources to deal with the crisis. Unfortunately, one of the few actors who showed the least internal tensions were terrorist organizations, which benefit the most from these problems of the international community.
