Role Německa v izraelsko-palestinském mírovém procesu v letech 1990-2005

Abstract:

Konflikt mezi Izraelci a Palestinci je jedním klíčových faktorů dlouhotrvající krize na Blízkém východě. Do jeho řešení se zapojilo mnoho mezinárodních aktérů, nejdůležitějšími z nich jsou především OSN, USA, Rusko a EU (tzv. Blízkovýchodní kvartet). Blízkovýchodní kvartet a jeho jednotliví členové ovšem nejsou jedinými aktéry, kteří se do mírových jednání mezi Izraelem a Palestinou zapojili. Významnou roli sehrála i Spolková republika Německo, která se v mírovém procesu intenzivně angažovala především v období po sjednocení Německa v roce 1990 do konce vlády kancléře Schrödera v roce 2005. Předložená bakalářská práce se proto zabývá rolí Německa v izraelsko-palestinském mírovém procesu v letech 1990-2005 z pohledu teorie rolí a z ní vycházejícího konceptu civilní mocnosti. Práce vychází z hypotézy, že německá zahraniční politika vůči izraelsko-palestinskému konfliktu odpovídala zahraniční politice civilní mocnosti, která je pro Německo charakteristická od konce 2. světové války. Práce také předpokládá, že bylo německé angažmá ve zmíněném období silně ovlivněno německým „zvláštním vztahem“ k Izraeli a také ekonomickými zájmy v oblasti. Vedle zmapování a zhodnocení role Německa na základě konceptu civilní mocnosti, je dalším cílem práce také představení nejdůležitějších determinantů německého angažmá v mírovém procesu.

Abstract:

The conflict between Israelis and Palestinian is one of the key factors of the longstanding Middle East crisis. In order to solve the problem several international actors took part in finding the resolution. The most important of them are the UN, the USA, Russia and the EU (the Middle East Quartet). The Middle East Quartet and its participants are not the only actors involved in the peace talks between Israel and Palestine. Germany also played an important role, especially in the period after the German reunification in 1990 until the end of the legislative period of the Chancellor’s Schröder government in 2005. This bachelor theses deals with the German engagement in the Israeli-Palestinian peace process in the years 1990-2005 through the optics of the concept of civilian power. This paper is based on the hypothesis that German foreign policy towards the Israeli-Palestinian conflict corresponded with the foreign policy of a civilian power, which has been characteristic for Germany since the end of World War II. The work also assumes that German engagement in that period was strongly influenced by the German "special relationship" to Israel and also by economic interests in the region. In addition to evaluating Germany's role through the optics of the concept of civilian power, another aim of the thesis is also to introduce the most important determinants of German engagement in the peace process.

Der Konflikt zwischen Israelis und Palästinensern ist ein Schlüsselfaktor in der langjährigen Krise im Nahen Osten. An seiner Lösung sind viele internationale Akteure beteiligt, von denen die UNO, die USA, Russland und die EU (das Nahost-Quartett) die wichtigsten sind. Das Nahostquartett und seine einzelnen Mitglieder sind jedoch nicht die einzigen Akteure, die an den Friedensverhandlungen zwischen Israel und Palästina beteiligt sind. Eine wichtige Rolle spielte auch die Bundesrepublik Deutschland, die sich vor allem in dem Zeitraum nach der Wiedervereinigung Deutschlands 1990 bis zum Ende der Regierungszeit von Bundeskanzler Schröder im Jahr 2005 intensiv im Friedensprozess engagierte. Diese Bachelorarbeit beschäftigt sich daher mit der Rolle Deutschlands im israelisch-palästinensischen Friedensprozess 1990 -2005 aus der Perspektive der Rollentheorie und des davon auskommenden Konzepts der Zivilmacht. Die Arbeit basiert auf der Hypothese, dass die deutsche Außenpolitik gegenüber dem israelisch-palästinensischen Konflikt der Außenpolitik der zivilen Macht entsprach, die seit Ende des Zweiten Weltkriegs für Deutschland charakteristisch ist. Die Arbeit geht auch davon aus, dass das deutsche Engagement in diesem Zeitraum stark von der deutschen "Sonderbeziehung" zu Israel und auch von wirtschaftlichen Interessen in der Region beeinflusst wurde. Ein weiteres Ziel der Bachelorarbeit ist es, neben der Zusammenfassung und Bewertung der Rolle Deutschlands auf der Grundlage des Zivilmachtkonzepts auch die wichtigsten Determinanten des deutschen Engagements im Friedensprozess vorzustellen.
