The Parliamentary Opposition in the Czech Republic and the Legislative Initiative

Abstract:

Diplomová práce se věnuje politické opozici v Parlamentu České republiky a způsobu, jakým může opozice čelit politice vlády a aktivně se podílet na zákonodárné činnosti. Jedním z důležitých nástrojů, který mají opoziční poslanci k dispozici, je právo zákonodárné iniciativy. Práce obsahuje kvantitativní analýzu návrhů zákonů iniciovaných opozičními poslanci v letech 1996–2013. Konkrétně je sledována četnost, úspěšnost, tematické zaměření a typ návrhů zákonů, které podaly opoziční strany. Dále je zkoumán vývoj v počtu návrhů zákonů během volebního cyklu a zda opoziční strany spolupracovaly při předkládání návrhů zákonů. Získaná data jsou zasazena do kontextu tehdejšího rozložení politických sil a dána do souvislosti se statusem právě úřadující vlády.

Abstract:

The thesis deals with the political opposition in the Parliament of the Czech republic and the way it faces the governmental politics and actively participates in the legislative process. The right to propose a new law is one of the important tools that parliamentary opposition can use. The thesis contains a quantitative analysis of bills proposed by opposition Deputies in the period from 1996 to 2013. Particular focus is on the frequency, success rate, topics and types of bills proposed by opposition parties. Furthermore, the development of frequency in proposing new laws during the election cycle is examined, and the level of cooperation between opposition parties in proposing these bills. The analysis is completed with description of the political context at that time – the representation of respective political parties in the parliament and the status of the then incumbent government.
