Status of municipalities from the point of the territory of the municipalities and the citizens of the municipaliti.

Abstract:

Postavení obcí z hlediska území obcí a občanů obcí. V této bakalářské práci se pokusím ozřejmit nejdůležitější faktory v základních pojmech obecního zřízení. Pokusím se poukázat na základní stavební kámen naší společnosti. A to na obce.Na malé obce které každý den bojují o přežití z pohledu obyvatelstva.Na obce jejímž hlavním znakem a snahou je udržet obyvatele na svém území.Katastrální území obce není jen ohraničení obce ale je to domov občanů obce.Ti hlavně mají mít zájem na funkčnosti jejich obce a svých volených zástupců.Stát nastavil jasné parametry v zákonech,je ale nutno také podotknout,že stát delegoval mnoho povinností i na malé obce,které nemohou dostát všem nařízením. Základní prvek obec je byrokraticky potlačován právě z pohledu financování malých obcí. Ty posléze nemohou jinak než omezovat svůj aparát na minimum. Nejsou mnohdy schopni dostát svým závazkům vůči svým obyvatelům. Nutno poznamenat,že naše obce vznikli z historických kořenů. Jsou domovem desítek , stovek a tisíců obyvatel , kterým není lhostejno jak jejich obce pomalu chřadnou. Proto stát delegoval práva a povinnosti na místní samospráv. Proto tato bakalářská práce poukazuje na základní prvky. Na tvorbu obcí, městysů a měst. Klade důraz na území obcí na jejich možné změny na tvorbu nových obcí na jejich právní základ. Na tvorbu hranic okresů, na možné změny z pohledu sloučení obcí či naopak na jejich oddělení. Vymezuje pojem občan obce. Jaká má práva a jaké povinnosti. Tato práce bude konstatovat a uvádět známá fakta, bude ale také poukazovat na jisté anomá-lie které již vznikli nebo mohou vzniknout. Musíme poukázat na fakt, že základem funkčnosti státu je plně funkční základní prvek a to je obec.

Abstract:

The position of municipalities in terms of municipalities and communities of citizens. In this work I will try to explain the most important factors in terms of basic municipal system. I will try to point out the basic building block of our society. And the small village obce.Na each day fight for survival in terms of obyvatelstva.Na community character and the main goal is to keep people in their území.Katastrální the municipality is not only a border but the village is home to mainly obce.Ti citizens should have interest in the functioning of their communities and their elected zástupců.Stát set clear parameters in legislation, but it should also be noted that the state has delegated many responsibilities to small municipalities that can not meet all the regulation. They are home to tens, hundreds and thousands of people who care about how their communities slowly wither. Therefore, the state has delegated rights and duties of local authorities. Therefore, this thesis points out the basic elements. The creation of municipal, township and cities. It places emphasis on the municipalities to possible changes in the creation of new municipalities have a legal basis. The creation of the border districts, the possible changes in terms of merging municipalities or contrary to their department. It defines the notion of a citizen of the village. What are my rights and what responsibilities. This work will identify and state the known facts, but will also point out some Anoma-lie already arisen or may arise. We must stress the fact that the basis function of the state is fully functional and essential element of the village.
