The influence of subsidies on development of the rural community of the Velké Meziříčí region

Abstract:

Tato bakalářská práce se zabývá vlivem investic na region Velké Meziříčí. Součástí práce je socio -- ekonomická charakteristika regionu, regionální trh práce a systém fungování dotací Evropské unie. Část práce se věnuje popisu projektů, jenž se uskutečnily v zájmovém regionu. Důležitou součástí je charakteristika a vymezení definic venkova. Dále práce pojednává o charakteristice regionu, důležitou součástí kapitoly jsou pracovní místa a s tím související nezaměstnanost. V této kapitole se také nachází zhodnocení současné situace na trhu práce a dopravní dostupnost. Úvodní kapitola se dále zabývá rozvojovými strukturami a nástroji rozvoje venkova, jsou zde uvedeny i specifické podmínky kraje Vysočina, kde se město Velké Meziříčí nachází. Další část práce se zabývá rozborem literatury, jejímž obsahem byla hlavně regionální politika a dotace. Součástí kapitoly jsou základní regionální programy a rozdělení a struktura dotačních zdrojů. Dotace jsou jedním z hlavních příjmů rozpočtů obcí. Jednotlivé obce se snaží plně využívat dotace pro rozvoj obce. V některých případech, hlavně u menších obcí, odrazuje žadatele hlavně složitost agendy. Některé se naopak snaží plně využít veškeré možné dotace bez ohledu na svoje priority. V další části se práce zabývá investicemi do regionu Velké Meziříčí. Hlavní je zde Fond Vysočiny. MAS MOST Vysočiny je také součástí této kapitoly, což je jediná místí akční skupina v tomto regionu. V poslední kapitole jsou uvedeny dotace čerpané městem a dotace poskytované městem Velké Meziříčí a vyjmenování některých uskutečněných projektů.

Abstract:

This thesis deals with the impact of investments on the Velké Meziříčí region. The part of the thesis is socio -- economic characteristics of the region, the regional labor market and the functioning of subsidies of the the European Union. Part of the work is devoted to the description of projects, which occurred in a region of interest. An important part of the thesis is characterization and definition of rural areas. The work also discusses the characteristics of the region, an important part of this chapter are also jobs and the related unemployment. In this chapter there is also assessment of the current situation of the labor market and accessibility. The introductory chapter also deals with developing structures and tools for rural development, there are also mentioned specific conditions of Vysočina region, where the city of Velké Meziříčí is located. Another part of the thesis deals with analysis of literature, the content of which was mainly regional policy and subsidies. The part of the chapter contains description of basic regional programs, the distribution and the structure of the subsidies resources. Subsidies are one of the main income for city budgets. Individual cities are trying to make full use of subsidies for community development. In some cases, especially in smaller villages, the main reason which discourages applicants is the complexity of agenda. On the other hand some villages are trying to fully utilize all possible subsidies regardless of their priority. In the next part thesis focuses on investments in the region of the Velké Meziřičí. The main part of the chapter is Fond Vysočiny and MAS MOST Vysočiny, which is the only local action group in this region. The final chapter provides subsidies received by city and subsidies provided by Velké Meziříčí and list of some realized projects.
