Agents of change in old industrial towns in northwest Czechia

Abstract:

The old industrial region, which includes some parts of the Ústí nad Labem Region (Czechia), suffers from a number of problems, such as long-term unemployment, social exclusion, the decline of physical structures, the outflow of qualified people, but also the general passivity of the local society. However, this dissertation shows that despite these assumptions and the negative image of these regions and towns, there are also examples of interesting activities initiated by local people that contribute to the development of these places. We call the bearers of these initiatives agents of change and try to add an individual scale to the existing research focusing on the transformation and development of old industrial regions. In addition, we also propose thematic extensions to aspects of development that go beyond the economic understanding of change. Thus, we address the questions of why, how, and in what dimensions these agents of change promote the transformation of the regional development path. The research questions were answered using a combination of several methods: based on initial insight interviews with local experts and an analysis of newspaper articles about local issues, dozens of agents of change were identified in four research towns - Chomutov, Most, Teplice, and Děčín. With them, we conducted semi-structured interviews and found that those people, driven by the desire to perform a certain meaningful activity and a sense of belonging to a place or society, use a wide range of financial, knowledge, and social resources. These factors, perhaps paradoxically, arise to a large extent from the problematic structures of these regions, which therefore cannot be seen as mere barriers to their development. However, the challenges that agents of change face in their efforts are not only related to the environment in which they are embedded, but rather to institutional constraints such as dysfunctional central state legislation. We believe that change agency in old industrial regions, but also in other areas facing similar development issues, should receive much more attention because individual initiatives can be at the origin of new development paths facilitating the transformation of these places.

Staré průmyslové regiony, mezi které můžeme řadit i některá města Ústeckého kraje trpí řadou problémů, jako je dlouhodobá nezaměstnanost, sociální vyloučení, úpadek fyzických struktur, odliv kvalifikovaných obyvatel, ale i všeobecná pasivita místní společnosti. Tato disertace však ukazuje, že navzdory těmto předpokladům a negativní image těchto regionů a měst se zde lze setkat také s příklady zajímavých iniciativ místních lidí, které napomáhají rozvoji těchto míst. Nositelům těchto iniciativ říkáme aktéři změny a snažíme se dosavadní výzkum zaměřený na transformaci a rozvoj starých průmyslových regionů doplnit o individuální měřítko a tematické rozšíření o stránky rozvoje, které překračují hranice ekonomické chápání změny. Zabýváme se tedy otázkami proč, jakým způsobem a v jakých sférách tito agenti změn přispívají proměnám regionální rozvojové trajektorie. Takto stanovené výzkumné otázky jsme zodpověděli pomocí kombinace několika metod: Na základě vstupních rozhovorů se znalci místního prostředí a skrze analýzu novinových článků o lokálním dění byly ve čtyřech výzkumných lokalitách - Chomutově, Mostě, Teplicích a Děčíně identifikovány desítky aktérů změny, se kterými byla provedena polostrukturovaná interview. Zjistili jsme, že tito lidé poháněni touhou po vykonávání určité smysluplné činnosti a sounáležitostí s místem nebo společností, která je obklopuje, využívají široké spektrum finančních, znalostních a společenských zdrojů. Ty možná paradoxně do značné míry vyvstávají z problematických struktur těchto regionů, které tedy nelze považovat pouze za bariéry jejich rozvoje. Problémy, kterým agenti změn čelí během svých snah tedy nesouvisí pouze s prostředím, kde žijí a působí, ale spíše s institucionálními omezeními, např. ve formě nefunkční legislativy na celostátní úrovni. Domníváme se, že činnost aktérů změny ve starých průmyslových regionech, ale i dalších oblastech čelícím podobným rozvojovým problémům, by měla být věnována mnohem větší pozornost, protože individuální iniciativy mohou stát u zrodu nových rozvojových trajektorií napomáhajících transformaci těchto míst.
