Nejprve text představí komunální politiku obecně. Práce obecně vysvětlí teoretické pojmy například - zastupitelstvo obce a ostatní. Práce obsahuje i systém komunálních voleb Následně se práce konkrétně zabývá obcí Žďár nad Sázavou v letech 1994 až 2014.
