Abstract:

Tato práce se zabývá problémem financování pobytových zařízení sociálních služeb na úrovni územně samosprávných celků. Otázka financování takovýchto zařízení úzce souvisí s otázkou demografického vývoje, zejména stárnutí populace. Zabývám se příčinami a důsledky stárnutí populace, spojené s potřebou navýšení kapacity takovýchto zařízení. V úvodní části uvádím obecná teoretická východiska vztahující se k sociální politice České republiky. V navazující části se věnuji analýze základních legislativních aspektů, začleněním pobytového zařízení v systému veřejné správy a zejména rozboru jeho financování. Práce je zakončena návrhy a doporučeními de lege ferenda týkající se efektivnějších způsobů řešení financování.

Abstract:

This thesis deals with the problem of the financing of the residential facilities of social services at the level of Territorial self-governing units. The question of financing of these facilities is closely related to the issue of demographic trends, especially the ageing of the population. I deal with the causes and consequences of ageing population related to the requirement to increase the capacity of these institutions. At the beginning of this thesis I mention the general theoretical solutions related to the social policy of the Czech Republic. The following section is dedicated to analysis of the basic legislative aspects, integration of accommodation facilities in the public administration system and particularly the analysis of its financing. Thesis is concluded with suggestions and recommendations de lege ferenda concerning the more effective ways to solve the financing.
