Aging and Employment Policy in the Czech Republic in the Period 2000-2020 Focusing on the Impacts of the Coronavirus Pandemic on the Employment of Older Workers over 50 Years Old

Abstract:

Diplomová práce se zabývá stárnutím populace a politikou zaměstnanosti v České republice v období 2000-2020 i s ohledem na aktuálně probíhající koronavirovou krizi a její dopady na trh práce, zejména na osoby nad 50 let. Cílem práce je v první řadě zhodnocení stárnutí a demografické proměny obyvatelstva, dále s tím související zhodnocení situace osob ve věku 50+ na trhu práce v České republice ve vybraném období včetně vyhodnocení situace při koronavirové krizi. V teoretické části se práce věnuje základním pojmům v rámci stárnutí populace, jsou charakterizovány důležité demografické změny v širších souvislostech. Poté je práce zaměřena na osoby nad 50 let jako na ohroženou skupinu na trhu práce, zde je pozornost věnována základním pojmům v rámci nezaměstnanosti a taktéž bariérám starší věkové skupiny na trhu práce. Praktická část nejdříve analyzuje a hodnotí stárnutí populace ve zvoleném období, poté se zaměřuje na analýzu vývoje situace osob ve věku 50+ na trhu práce ve vymezeném období. Poslední částí praktické části je analýza a zhodnocení vývoje situace na trhu práce při koronavirové krizi zejména s ohledem na starší osoby. Vývoj situace je porovnáván s vývojem při dřívější ekonomické a finanční krizi v roce 2008. Výsledky analýzy naznačují, že stárnutí populace je dlouhodobě problém, který bude mít na trhu práce nepřehlédnutelné důsledky. Ve spojitosti zejména s rapidně narůstajícím počtem nezaměstnaných ve věkové skupině nad 60 let budou potřeba určitá opatření podporující jejich zapojování do trhu práce. Koronavirová krize se svým průběhem na trhu práce zásadně odlišuje od krize v roce 2008, nicméně pravděpodobně povede k vyššímu využívání moderních technologií, na což je v kombinaci s postupujícím stárnutím populace nutné upozornit.

Abstract:

The diploma thesis deals with the ageing of the population and employment policy in the Czech Republic in the period 2000-2020 with regard to the current coronavirus crisis and its effects on the labor market, especially for people over 50 years of age. The aim of the work is primarily to evaluate the aging and demographic change of the population, as well as the related evaluation of the situation of people aged 50+ in the labor market in the Czech Republic in the selected period, including the evaluation of the coronavirus crisis. The theoretical part deals with the basic concepts in the ageing of the population, important demographic changes in a broader context are characterized. Then the work is focused on people over 50 as a vulnerable group in the labor market, attention is paid to the basic concepts of unemployment and also the barriers of older age groups in the labor market. The practical part first analyzes and evaluates the aging of the population in the selected period, then focuses on the analysis of the development of the situation of people aged 50+ in the labor market in a defined period. The last part of the practical part is the analysis and evaluation of the development of the situation on the labor market during the coronavirus crisis, especially with regard to the elderly. The development of the situation is compared with the development of the previous economic and financial crisis in 2008. The results of the analysis suggest that the ageing of the population is a long-term problem that will have significant consequences in the labor market. In connection with the rapidly growing number of unemployed in the age group over 60, certain measures will be needed to support their participation in the labor market. In terms of the labor market, the coronavirus crisis is fundamentally different from the crisis in 2008, but is likely to lead to a higher use of modern technologies, which, in combination with the advancing ageing of the population, needs to be pointed out.
