Strategic plan of the municipality and the role of citizens in the process of its creation (on the example of the Prague 12 district)

Abstract:

Tato bakalářská práce se zabývá mírou zapojování občanů do procesu tvorby strategického plánu na místní úrovni a jejich vlivem na formulování tohoto dokumentu. V úvodních kapitolách jsou popsány teoretické základy strategického plánování, strategického plánu a participace s definováním základních pojmů a metod. Dále jsou v bakalářské práci prozkoumány zásady dobrého strategického plánu obce a možnosti participace veřejnosti na tvorbě strategického rozvojového dokumentu obce. Větší část práce je zaměřena na zpracování případové studie na příkladu procesu tvorby strategického plánu městské části Praha 12. Studie analyzuje a hodnotí průběh tvorby strategického plánu, míru zapojení veřejnosti do tohoto procesu a její vliv na finální podobu tohoto strategického dokumentu. Závěrem práce je shrnutí poznatků a doporučení pro optimalizaci zapojení veřejnosti do plánovacích procesů.

Abstract:

This bachelor thesis deals with the degree of involvement of citizens in the process of creating a strategic plan at the local level and their influence on the formulation of this document. The introductory chapters describe the theoretical foundations of strategic planning, a strategic plan and participation with the definition of basic concepts and methods. Furthermore, the bachelor's thesis examines the principles of a good strategic plan of the municipality and the possibility of public participation in the creation of a strategic development document of the municipality. Most of the work is focused on the elaboration of a case study on the example of the process of creating a strategic plan of Prague 12. The study analyzes and evaluates the process of creating a strategic plan, the degree of citizen involvement in this process and its impact on the final form of this strategic document. The conclusion of the work is a summary of findings and recommendations for optimizing public involvement in planning processes.
