Diplomová práce se zabývá vysvětlením pojmů souvisejících s tématem a to konkrétně veřejná správa, uzemní samosprávné celky nebo komunikace a komunikační strategie. Dále se jednotlivé pojmy vkládají do souvislostí s moderní elektronickou veřejnou správou, které se věnuje velká část práce. Autor dále popisuje eGoverment a jeho prvky.
