Cílem práce je vysvětlit motivace krajských objednatelů pro výběr určitých operátorů osobní vlakové dopravy a pro volbu způsobu tohoto výběru, dále pak navrhnout doporučení na základě informací získaných z rozhovorů se zástupci krajů a dalších informací.
