Current possibilities for suggesting degrees of protection in the Kokořínsko-Máchův kraj Protected Landscape Area in GIS

Abstract:

Cílem této práce je představit metodický přístup založený na kombinovaném použití nástrojů GIS a multikriteriální analýzy za účelem prosazení moderních metod návrhu zonace v CHKO Kokořínsko a její budoucí části Máchově kraji. V této studii jsou využita aktuální dostupná data ve formě mapových vrstev, která odpovídají kritériím zonace stanovených v předpisech MŽP. Každé kritérium je standardizováno do společného numerického intervalu a ohodnoceno vahou, která byla stanovena expertním odhadem pomocí multikriteriální analýzy s důrazem na prioritní ukazatele. Hodnoty kritérií jsou poté vynásobeny přiřazenou vahou a sečteny za vzniku syntetické mapy s číselným rozpětím vyjadřujícím míru ochrany přírody. Výsledkem jsou celkem 4 variantní scénáře s rozdílnými sadami vah, které jsou dále porovnány se současně platnou zonací s využitím statistických metod a nástrojů GIS. Cílem práce není vytvořit definitivní návrh zonace, ale poskytnout vedení CHKO způsob návrhu zonace, který je efektivní a v souladu s aktuálními metodickými požadavky i zákonnými předpisy.

Abstract:

The objective of this thesis is to describe and demonstrate a methodological approach based on the integrated use of GIS tools and Multicriterial analysis to support modern ways of zoning in the Protected Landscape Area "Kokořínsko" and the "Máchův kraj" region that is supposed to be its part. The study was performed using current available data map layers of criteria that are compulsory to take into consideration in compliance with the regulations of the Ministry of Environment. Each criterion was standardised using a numerical scale and assigned a weight based on expert knowledge according to conservation priorities and Multicriterial analysis. Every criterion map was multiplied by its weight and summed to generate a map of the conservation score. Four scenarios with different set of weights were generated so as to simulate four different conservation perspectives. Finally, the scenarios were compared with the current zoning utilizing statistic methods and GIS tools. The study is not aimed at producing definite zoning scheme; it is rather designed to provide Area's managers with an approach to zoning that is efficient and follows current methodic and law requirements.
