The EU as an actor in negotiations on the Institutional Framework Agreement with Switzerland

Abstract:

Diplomová práce se zabývá problematikou aktérství Evropské unie a jejím vystupováním ve vnějších vztazích. Postavení EU v mezinárodním systému je zvláštním fenoménem v tom smyslu, že se nejedná o běžného aktéra, nýbrž o specifickou, těžce definovatelnou entitu se supranacionálním charakterem. V tomto kontextu práce zkoumá roli EU jakožto aktéra během jednání o Institucionální rámcové dohodě (Institutional Framework Agreement) se Švýcarskem, která by měla nahradit nynější bilaterální odvětvové dohody a zjednodušit vzájemnou spolupráci. Práce se přitom opírá o novou operacionalizaci konceptu aktérství, představenou v roce 2019 Markem Rhinardem a Gunnarem Sjöstedtem. V teoretické části práce je představen koncept aktérství. Následující kapitoly se věnují vymezení vzájemných vztahů Švýcarska a EU a analýze návrhu Institucionální rámcové dohody. Empirická část práce aplikující koncept aktérství na vyjednávání Institucionální rámcové dohody, je rozdělena do dvou období – první zahrnuje švýcarskou migrační krizi (2014–2016), do druhého spadá jednání o přijetí návrhu Institucionální rámcové dohody (2017– současnost). Závěr posléze shrnuje a interpretuje celou práci.

Abstract:

The diploma thesis investigates the European Union as an actor of international relations. The position of EU in international system is a peculiar phenomenon because it is not a regular actor, but a specific, hard-to-define entity with supranational character. In this context, the thesis examines the role of EU as an actor during negotiations on the Institutional Framework Agreement with Switzerland, which should replace the current bilateral sectoral agreements and facilitate mutual cooperation. Diploma thesis is based on a new operationalization of the concept of actorness, introduced in 2019 by Mark Rhinard and Gunnar Sjöstedt. The theoretical part of the thesis introduces the concept of actorness. The following chapters define mutual relations of Switzerland and EU and analyse the draft of the Institutional Framework Agreement. Thereafter the empirical analysis is performed – firstly for the period of swiss immigration crisis (2014–2016) and then for negotiations on acceptation of the draft of Institutional Framework Agreement (2017–2020). In the closing part results are interpreted.
