Abstract:

Tato bakalářská práce se zabývá reformami veřejné správy v období 1960 -1968. Zaměřuje se především na úlohu a činnost národních výborů a snaží se analyzovat důvody těchto reforem, průběh jejich příprav a pokouší se nalézt odpověď na otázku, zda přinesly očekávané výsledky. Bakalářská práce se v úvodu zabývá problematikou veřejné správy na přelomu 50. a 60. let. Dále právním rámcem pro vývoj veřejné správy v první polovině 60. let a především pak novou „socialistickou“ ústavou. Značný prostor je v této práci věnován činnosti veřejné správy v polovině 60. let, zejména analýze procesů, které vyústily v přijetí nové správní legislativy v roce 1967 a následně jaký vliv měla tato změna legislativy především na činnost národních výborů, které byly v daném období chápány jako „územní, politický základ socialistického státu.“

Abstract:

This Bachelor Paper deals with the reform of the public affairs in the period from 1960 till 1068. Its focus is to make an analysis of these reforms and to reveal the role of the national committees they played during this proces. It is also an attempt to find the reasons of the reforms and to answer the major question - if these reforms brought the results the society of that time expected. Firstly, in the Bachelor Work I adress to the issues of the public affairs at the turn of the 50´ and 60´. Secondly, to the legal status for the development of the public affairs at the first half of the 60´ and finally, I deal with the newly created socialist constitution.In this work the question on which it all hinges is the activity of the public affairs at the half of the 60´ which resulted in the acceptance of the new administrative legislative in 1967 and to study the influence of the legislative changes to the work of the national committees which were understood as the base of the territorial and political fundamentals of the socialist state.
