The Specifics of the Financial Management of Territorially Divided Statutory Cities on the example of the Statutory City of Opava

Abstract:

Předmětem této práce jsou specifika finančního řízení územně členěných statutárních měst na příkladu statutárního města Opavy. Teoretická část práce se zabývá nástroji finančního řízení obce a problematikou statutárních měst. V praktické části je analyzována příjmová a výdajová stránka města Opavy v období 2009 – 2014 a vzájemná vazba rozpočtu města a městských částí. Nedílnou součástí je i analýza zadluženosti města a další finanční nástroje, které město využívá. V závěru práce jsou shrnuty získané poznatky a navrhnuta opatření pro odstranění nedostatků, pokud budou nějaké zjištěny.

Abstract:

The aim of the thesis is to describe the specifics of the financial management of territorially divided statutory cities on the example of the statutory city of Opava. The theoretical part deals with financial management of municipality and the problem of the statutory cities. In the practical part, revenues and expenditures of the city of Opava in the period of 2009 – 2014 are analyzed together with mutual structures between the budget of the statutory city and it´s city districts. The part of the practical section deals with indebtedness of the city and other financial instruments, which are used in the financial management. Finally, there is the summary of gained findings and recommendations of some measures that can be taken in order to eliminate flaws.
