Analysis of the impact of UN development agendas on the eradication of extreme poverty after 2000

Abstract:

Rozvojové agendy OSN, jejich vliv na snížení extrémní chudoby a objem financí, které jsou do této oblasti vkládány, je celosvětově velmi významné téma. Vzhledem k tomu, že realita je odlišná od deklarované působnosti agend, se tato práce zaměřuje na výzkum příčin diskrepancí mezi posláním rozvojových agend OSN a dosaženými výsledky. Toto obecné zaměření determinovalo níže uvedený cíl práce.Cílem disertační práce je analyzovat působnost OSN v oblasti řešení globálního rozvoje po roce 2000 v souvislosti s přijatými rozvojovými agendami (Miléniovou deklarací a Agendou 2030) a zejména jejich vliv na vymýcení extrémní chudoby od doby jejich přijetí (roky 2000 a 2015) do současné doby. Z uvedeného cíle vyplynuly následující výzkumné otázky: Jaká je působnost OSN v oblasti řešení globálního rozvoje po roce 2000? Jaké koncepty rozvoje představují rozvojové agendy OSN a jaký je jejich vliv na vymýcení extrémní chudoby? Jaké ekonomické teorie a zákonitosti jsou aplikovatelné při realizaci rozvojových agend OSN na vymýcení extrémní chudoby?Hlavní závěry z teoretické části plynou z analýzy vědeckých publikací, ze které vyplývá absence problematiky efektivnosti agend OSN ve vědeckých časopisech, a naopak četnost vědeckých článků o extrémní chudobě na bázi matematických metod podložených vědeckými teoriemi. Kvantitativní a kvalitativní analýzy prokázaly, že OSN i přes změnu institucionální struktury nedisponuje dostatečnou působností v rozvoji po roce 2000. Diskurz rozvojových agend neměl pozitivní vliv na extrémní chudobu ve světě; extrémní chudoba v nejchudších zemích světa během implementace Miléniové deklarace i Agendy 2030 dosud nadále stoupala a ekonomické nástroje Agendy 2030 se nevyvíjí požadovaným směrem. Neefektivnost OSN v této oblasti je způsobena neosvědčeným přístupem k rozvoji a chudobě v diskurzu agend (s důrazem na oficiální rozvojovou pomoc) bez řešení populačního růstu a bez definování vlastnických práv v zemích s extrémní chudobou, absencí řízení finančních toků, kontroly a zpětné vazby. Působení zájmových skupin při dobývání renty způsobuje absenci transparentního řízení a nedohledatelnost finančních toků, což způsobuje vládní selhání a stagnaci globálního vládnutí (OSN).Přínos práce je prvotně založen na společném výzkumu rozvojových agend OSN a jejich vlivu na extrémní chudobu. Byly identifikovány příčiny neefektivnosti rozvojových agend a stále se rozvíjející extrémní chudoby. Z analýzy současného stavu poznání vyplynulo zjištění o absenci kvalitního výzkumu (vědci se efektivností rozvojových agend nezabývají na rozdíl od extrémní chudoby), přičemž příčiny byly identifikovány zejména absencí zdrojových dat pro realizaci výzkumu. K identifikovaným negativním jevům determinujícím neefektivnost rozvojových agend OSN byly aplikované příslušné ekonomické teorie.

Abstract:

The UN development agendas, their impact on reducing extreme poverty and the amount of money invested in this area is a very important topic worldwide. Given that the reality is different from the declared impact of the agendas, this thesis focuses on research of the causes of discrepancies between the mission of UN development agendas and the results achieved. This general focus determined the aim of the thesis stated below.The aim of the thesis is to analyze the UN’s competence to address global development after 2000 in connection with the adopted development agendas (Millennium Declaration and Agenda 2030) and especially their impact on eradicating extreme poverty since their adoption (2000 and 2015) to the present. The following research questions arose: What is the UN's competence to address global development after 2000? What development concepts are the UN development agendas and what is their impact on the eradication of extreme poverty? What economic theories and patterns are applicable in the implementation of the UN development agendas for the eradication of extreme poverty?The main conclusions from the theoretical part stem from the analysis of scientific publications, which shows the absence of the issue of the effectiveness of UN agendas in scientific journals, and, conversely, the frequency of scientific articles on extreme poverty based on mathematical methods and scientific theories. Quantitative and qualitative analyzes have shown that, despite the change in institutional structure, the UN does not have sufficient scope for development after 2000. The discourse of development agendas has not had a positive effect on extreme poverty in the world; Extreme poverty in the world's poorest countries has continued to rise during the implementation of both the Millennium Declaration and the Agenda 2030, and the economic tools of the Agenda 2030 are not moving in the desired direction. The UN's inefficiency in this area is due to an unproven approach to development and poverty in the discourse of agendas (with an emphasis on official development assistance) without addressing population growth and without defining property rights in countries with extreme poverty, lack of financial flow management, control and feedback. The involvement of rent-seeking interest groups causes the absence of transparent management and the untraceability of financial flows, which causes government failure and stagnation of global governance (UN).The scientific contribution of the thesis is primarily based on joint research on UN development agendas and their impact on extreme poverty. The causes of the ineffectiveness of development agendas and the ever-evolving extreme poverty have been identified. The analysis of the current state of knowledge revealed the absence of quality research (scientists do not deal with the effectiveness of development agendas in contrast to extreme poverty), while the causes were identified mainly by the absence of source data for research. Relevant economic theories were applied to the identified negative phenomena determining the ineffectiveness of UN development agendas.
