The Public Commissions and their Comparation in the Czech and Chinese Law

Abstract:

V souvislosti s překotným sbližováním USA a EU s Čínou, akcelerovanému nástupem krize je jasné, že ani Česká republika nebude chtít ponechat bilaterální vztahy s touto světovou mocností v současném zaostalém stavu. Stále více českých občanů včetně politiků se začíná zbavovat nesmyslné ideologické přítěže a začíná přistupovat k Číně pragmaticky.Důsledkem ideologického přístupu k Číně totiž byla totální ztráta trhů, ochotně zaplněných korporacemi Německa,USA atd. Nedostatečná vzájemná informovanost občanů obou zemí je velkým dluhem české politické a diplomatické reprezentace.V porovnání s Německem, kde je kulturní a obchodní výměna s Čínou na vysoké úrovni a média obou zemí jsou plna vzájemných informací, dokumentů a kulturních akcí v Čechách se objevují zprávy o Číně jen v případě Dalajlámy, případně 20 let staré zprávy o náměstí Tchien An Men a ani vzdělaný mladý Číňan dnes přesně neví,co to vlastně Česká republika je.Velmi tristní stav, zejména v souvislosti s tím, že starší generace Číňanů si ještě pamatuje,že první bicykl,nákladní auto,autobus, turbína, pivo atd, to vše bylo importováno z Československa.Ještě na počátku devadesátých let bylo nejrozšířenější auto v Číně Škoda Favorit. Tato bývalá sláva je,společně s Čínským trhem díky ideologickému fanatismu nenávratně ztracena.Úkolem dalších vlád bude pokusit se o Čínský comeback ve jménu obchodní bilance. Cílem této práce je zmapovat oblast veřejných zakázek, které budou jednou z důležitých oblastí uplatnění českých podniků na čínském trhu.

Abstract:

In the context of the runaway convergence USA and EU with China, accelerated by beginning the global economic crision is obvious, that Czech Republic doesn't want to leave bilateral relations with this world power in current backward state. More and more Czech people including the statesmans begins to get deprived of the absurd ideological ballast and have pragmatic approach to China. The effect of ideological approach to China was the absolutly loss of market, which was fullfilled by willing corporations from USA, Germany etc... The huge debt of Czech political and diplomatic representation are the inefficient mutual informations of citizens in both countries. As compared to Germany,where is the high level of the cultural and and business relationship and the mainstream of both countries is full of mutual informations,documentary movies and the media events, the news about China in the Czech republic mainstream are only in case of Dalailama actions or twenty years old news from the Tian An Men square...Even a lot of contemporary high school educated chinese young boys don't know,what the "Czech republic" is. This is the pitiful status even in context of the old generation of chinese people,that remember,that the first bike,truck,bus,beer,etc.. all these articles was imported from Czechoslovakia. In early 90s the Favorit Skoda was the most widespread car in China.This former glory of the Czech republic in China and the chinese market have been irretrievably lost,thanks to ideologic fanaticism.The big task of the next better governments will be to try to realize the "chinese comeback" by the name of the balance of trade. The aim of this thesis is the mapping of the public procurement domain,that will become the big part of the assertion of Czech companies in chinese market.
