The corruption in public service and its causes

Abstract:

Bakalářská práce se zabývá tématem korupce ve veřejné správě a jejími příčinami. Cílem je analyzovat korupci jako společenský jev provázející výkon činnosti orgánů veřejné správy. Práce se člení na část teoretickou a praktickou. Teoretická část práce ve své první kapitole vysvětluje základní pojmy problematiky, definuje veřejnou správu i její specifika rozčlenění. V následující kapitole vysvětluje pojem korupce, její typologii a dopady korupčního jednání ve veřejné správě. Praktická část práce se zabývá dotazníkovým šetřením, jehož cílem je zjistit četnost s jakou se zaměstnanci veřejné správy setkávají s korupcí a jak na tuto problematiku nahlíží. Z výsledků výzkumu vyplynulo, že valná část respondentů chápe korupci jako kritický problém, který je třeba řešit. Na druhou stranu chybí důvěra v orgány veřejné správy a ani prevence a vzdělávání v této oblasti není dle většiny respondentů dostatečným řešením.

Abstract:

The bachelor thesis deals with the topic of corruption in public administration and its causes. The aim is to analyse corruption as a social phenomenon accompanying the performance of public administration bodies. The thesis is divided into theoretical and practical parts. The theoretical part within its first chapter explains the basic concepts of the issue, defines public administration and its specifics of division. In the following chapter it focuses on the concept of corruption, its typology and the effects of corrupt behaviour in public administration. The practical part of the thesis deals with a questionnaire survey aimed at finding out the frequency with which public administration employees encounter corruption and how they view this issue. The results of the survey showed that a large part of the respondents perceive corruption as a critical problem that needs to be addressed. On the other hand, there is a lack of trust in public administration authorities and even prevention and education in this area is not a sufficient solution according to the majority of respondents.
