Causes of negative effects during the UN peacekeeping operations

Abstract:

Operace na udržení míru OSN si již po desetiletí kladou za cíl udržovat stabilní prostředí, podporovat lidská práva a právní stát tam, kde byl mír a pořádek narušen ozbrojenými konflikty nebo jinými příčinami. Jenže žádná intervence s takovýmto rozsahem a komplexitou do jiného státu s sebou zpravidla nepřináší pouze předpokládané výsledky, ale i vedlejší nechtěné efekty. Tím spíše, když se jedná o výsadek velmi početného, a zvláště vojenského personálu. Cílem práce je nalezení faktorů, kvůli nimž mohou tyto negativní efekty spojené s misemi vznikat a odpovědět na otázku, jakou měrou a jestli se podílejí na celkové existenci negativních jevů. Konkrétně jsou v bakalářské práci analyzovány a srovnávány tři vybrané mise OSN - UNMIBH, MINUSTAH a MONUC. Na misích docházelo k výraznějšímu zneužívání pravomocí členů mírových složek, zvláště v rovině sexuálního obtěžování a zneužívání tamního obyvatelstva. Analyzované faktory u misí představuje národnost členů mírových složek a zastoupení žen na misích, dále práce zohledňuje i situaci v zemi z hlediska lidských práv, vlády práva a postavení žen před příchodem mise a přístup OSN, její reakci na negativní jevy a opatření k jejich prevenci.

Abstract:

UN's peacekeeping operations set for their goal to keep stability, support human rights and state of law in places, where peace and order was damaged by armed conflicts or other causes. However, no intervention with such a reach and complexity to another state brings only expected results but also unwanted side effects. More so when we are talking about the dropping of very numerous personell, consisting mainly of military units. The goal of this thesis is to discover the factors, which may be related to the origin of those negative effects on missions and to answer the question of how much do they contribute to the very existence of those effects, if at all. There are three particular UN missions compared and analyzed in the thesis - UNMIBH, MINUSTAH a MONUC. On those missions there were severe occasions of professional misconduct of the peacekeepers, mainly considering sexual abuse and exploiting the native population. The analyzed factors on those missions are the nationality of the peacekeepers and the percentage of women amongst the peacekeepers. The thesis also takes into consideration the nation's situation of human rights, rule of law and women's social status before the arrival of UN mission and the UN's approach and reaction to the negative effects as well as the means of their prevention.
