The Use of Multicriteria in the Field of Population Protection

Abstract:

Diplomová práce se zabývá problematikou vícekriteriálního rozhodování ve vztahu k ochraně obyvatelstva. Hlavním cílem je navrhnout využití vícekriteriálnosti ve vybraných oblastech ochrany obyvatelstva. V teoretické části, zakončené dílčím závěrem, práce objasňuje místo a úlohu ochrany obyvatelstva v podmínkách České republiky. V této části je řešena i problematika rozhodovacího procesu a vícekriteriálního rozhodování, především se zaměřením na určité metody vícekriteriálního rozhodování. V praktické části diplomové práce jsou navrženy vybrané oblasti ochrany obyvatelstva, u nichž lze aplikovat vícekriteriální rozhodování. Dále jsou za pomocí metod vícekriteriálního rozhodování vytvořena paradigmata uplatněná v rámci ochrany obyvatelstva. Součástí práce je i dotazníkové šetření, na základě kterého je posouzen stav současného využití vícekriteriálnosti v rámci plánování opatření ochrany obyvatelstva. Nedílnou součástí práce jsou i přílohy, které slouží jako podpůrné materiály pro praktickou část diplomové práce.

Abstract:

The diploma thesis deals with the issue of multicriteria decision-making in relation to the protection of the population. The main goal is to propose the use of multicriteria methods in selected areas of population protection. In the theoretical part, ending with a partial conclusion, the work clarifies the place and role of population protection in the conditions of the Czech Republic. This part also addresses the issue of decision-making and multi-criteria decision-making, especially focusing on certain methods of multi-criteria decision-making. In the practical part of the thesis, selected areas of population protection are proposed for which multi-criteria decision-making can be applied. Furthermore, paradigms applied in the context of population protection are created using multi-criteria decision-making methods. The work also includes a questionnaire survey to assess the state of the current use of multi-criteria in the planning of population protection measures. Attachments are also an integral part of the work, which serve as supporting materials for the practical part of the thesis.
